It is especially gratifying, in a great city like this, where lawlessness, immorality, bloodshed and murder have been almost unimpeded, to see a magistrate rise above the selfish desire to aggrandize himself, and scorn to pander to the corrupt desires of his constituents. The manner in which the lowest dregs of society in New York, composed in part of the scum of Europe's prisons and almshouses, have outraged all decency and good order, not only in the foulest dens of infamy and amid the darkness of midnight, but in our fashionable streets and in open daylight, calls for an outburst of indignation from every moral and religious man. It nails for more; it demands action - at the polls, by petition, and especially by sustaining those in. authority who dare to face the terrific storm which threatens to overwhelm them at every step they take in wrenching the dagger from the hand of the assassin, in rescuing female virtue from the grasp of the debauchee, and in endeavoring to disperse the dark and threatening clouds of moral contamination which almost entirely hide from our view the light of morality and religion. Book excerpt: Although many observers have assumed that pluralism prevailed in American political life from the start, inherited ideals of civic virtue and moral unity proved stubbornly persistent and influential. The tension between these conceptions of public life was especially evident in the young nation's burgeoning cities. Exploiting a wide range of sources, including novels, cartoons, memoirs, and journalistic accounts, James J. Connolly traces efforts to reconcile democracy and diversity in the industrializing cities of the United States from the antebellum period through the Progressive Era. The necessity of redesigning civic institutions and practices to suit city life triggered enduring disagreements centered on what came to be called machine politics. Featuring plebian leadership, a sharp masculinity, party discipline, and frank acknowledgment of social differences, this new political formula first arose in eastern cities during the mid-nineteenth century and became a subject of national discussion after the Civil War. During the Gilded Age and Progressive Era, business leaders, workers, and women proposed alternative understandings of how urban democracy might work. Some tried to create venues for deliberation that built common ground among citizens of all classes, faiths, ethnicities, and political persuasions. But accommodating such differences proved difficult, and a vision of politics as the businesslike management of a contentious modern society took precedence. As Connolly makes clear, machine politics offered at best a quasi-democratic way to organize urban public life. Where unity proved elusive, machine politics provided a viable, if imperfect, alternative.

In Public Markets and Civic Culture in Nineteenth-Century America Helen Tangires examines the role of the public marketplace—social and architectural—as a key site in the development of civic culture in America. More than simply places for buying and selling food, Tangires explains, municipally owned and operated markets were the common ground where citizens and government struggled to define the shared values of the community. Public markets were vital to civic policy and reflected the profound belief in the moral economy—the effort on the part of the municipality to maintain the social and political health of its community by regulating the ethics of trade in the urban marketplace for food. Tangires begins with the social, architectural, and regulatory components of the public market in the early republic, when cities embraced this ancient system of urban food distribution. By midcentury, the legalization of butcher shops in New York City and the incorporation of market house companies in Pennsylvania challenged the system and hastened the deregulation of this public service. Some cities demolished their marketing facilities or loosened restrictions on the food trades in an effort to deal with the privatization movement. However, several decades of experience with dispersed retailers, suburban slaughterhouses, and food transported by railroad proved disastrous to the public welfare, prompting cities and federal agencies to reclaim this urban civic space.

His fellow New Yorkers either respected or despised him, depending whether they considered his policies beneficial or harmful to their interests. The character revealed herein possessed some admirable qualities; high intelligence, sharp analytic skills, great capacity for hard work, and a clear talent to set his executive agenda. But equally evident are Wood's less admirable qualities; ruthless business practices, shoddy personal ethics, corrupt politics, dictatorial tendencies. What emerges is the story of a very complex person: a successful businessman, consummate politician, resourceful three-time may of New York City, and nine-term congressman, beneath which lurked mean and self-destructive tendencies. Take as a whole, Wood's colorful career was a unique microcosm of American history both during and after his lifetime. His business achievements mirrored popular beliefs in upward mobility. And Wood's mayoralty held a promise of revitalizing municipal government, giving it a social conscience, and setting new standards for the future. Despite his shortcomings, Fernando Wood played a major but unappreciated role in the urban and political history of time.
