Book excerpt: Excerpt from Natural History of the American Lobster The present work when originally undertaken in 1903 was designed to form the zoological part of a history of the lobster in both America and Europe, but subsequent events led to a modification of this plan, and when it was decided to issue this section separately, its character and scope were somewhat changed. Dr. Hugh M. Smith, of the United States Bureau of Fisheries, had planned to deal with the lobster fishery and the economic questions which this great industry has raised, in a comprehensive manner, and hope is entertained that this design may still be carried out. Though essentially a distinct work, this is in a measure both a revision and an extension of my earlier report upon The American Lobster, published by the United States Commission of Fish and Fisheries in its bulletin for 1895. But little from the latter, however, has been incorporated directly, and this only when newer or better research has failed to give us more light upon the subject. Six drawings of the young lobsters, three of which are in colors, have been reproduced, after slight revisions, from my former report; all of the rest are new and deal chiefly with the anatomy of the body and appendages, especially with torsion, reflex amputation, and the developmental history of the toothed and cracker claws, the sexual organs, and the germ cells. I have depended mainly upon the store of materials collected in former years, but have received accessions from the United States Bureau of Fisheries, for which as well as for many courtesies, now extending over a long period, I wish to ofler my sincere thanks. The Bureau has generously given me the privilege of a free lance, and all critical sections of this paper should be read in the light of individual opinion only, directed, it is true, in a friendly spirit, and as we believe from the standpoint of science. Our knowledge of the lobster has increased to such an extent during the past fifteen years that in all probability there is no marine invertebrate in the world which is now better. Known. This result is due to the suggestive ideas or elaborate researches of a large body of naturalists in both America and Europe, and to their labors the reader will find abundant reference in the pages which follow. As a result of this advance in the biological field, a signal success has been achieved in the artificial propagation or culture of the lobster, and particularly in rearing the delicate young to the bottom seeking stage, a success from which this fishery should not be slow to profit, and which it owes to experiments begun under the auspices of the United States Fish Commission at Woods Hole, Mass, and afterwards carried to a high degree of perfection by the Commission of Inland Fisheries of Rhode Island, under the direction of Prof. Albert D. Mead, at Wickford. Through the aid of such a practical method there is ground for hope, not only of restoring our depleted fisheries on the Atlantic coast, but of estab lishing new ones on the Pacific, as well as in other parts of the world. Book excerpt: Excerpt from On the Artificial Culture of Lobsters Herein it is shown that, upon an average, no less a number than one million of lobsters are imported annually into the United Kingdom, in the living state, from Norway alone, which is the chief source of our supply, this million, at the date quoted, representing a money value of about 22, 500. Statistics are likewise here given of the numbers of lobsters annually derived from different portions of the British coast line, the keynote and burden of the whole report being, however, the unwelcome, but only too familiar intelligence, that lobsters are continually becoming scarcer and dearer, and that the fishermen have, year by year, to go further afield, dividing the large profits, once accruing to the few, among the many, to meet the requirements of the market. The lobster, not many years since within easy reach of all members of the community, is in fact rapidly following the lead of the native oyster, and threatens soon to be a luxury at the disposal only of the wealthy. A quotation from the report already referred to will suffice to establish this assertion. Here is the testimony we find on many a page. England and Wales: Crabs and lobsters are decreasing; they are overfished. The grounds inshore have been fished out, and the men have to go to deeper water. Scotland: A very large majority of the witnesses, with special means of arriving at a just conclusion on the subject, are satisfied that the crab and lobster fisheries of Scotland are in a state of gradual decay. Efforts to regulate such resources are too often undermined by the people whose livelihoods depend on their use. One of the great challenges for wildlife managers in the twenty-first century is learning to create the conditions under which people will erect effective and workable rules to conserve those resources. James M. Acheson, author of the best-selling Lobster Gangs of Maine (the seminal work on the culture and economics of lobster fishing), here turns his attention to the management of the lobster industry. In this illuminating new book, he shows that resource degradation is not inevitable. Indeed, the Maine lobster fishery is one of the most successful fisheries in the world. Catches have been stable since World War II, and record highs have been achieved since the late 1980s. According to Acheson, these high catches are due, in part, to the institutions generated by the lobster-fishing industry to control fishing practices. These rules are effective. Rational choice theory frames Acheson's down-to-earth study. Rational choice theorists believe that the overexploitation of marine resources stems from their common-pool nature, which results in collective action problems. In fisheries, what is rational for the individual fishermen can lead to disaster for the society. The progressive Maine lobster industry, lobster fishermen, and local groups have solved a series of such problems by creating three different sets of regulations: informal territorial rules; rules to control the number of traps; and formal conservation legislation. In recent years, the industry has successfully influenced new regulations at the federal level and has developed a strong co-management system with the Maine government. The process of developing these rules has been quite acrimonious; factions of fishermen have disagreed over lobster rules designed to give commercial advantage to one group or another. Although fishermen and scientists have come to share a conservation ethic, they often disagree over how to best conserve the lobster and even the quality of science. The importance of Capturing the Commons is twofold: it provides a case study of the management of one highly successful fishery, which can serve as a management model for policy makers, politicians, and local communities; and it adds to the body of theory concerning the conditions under which people will and will not devise institutions to manage natural resources.
