Book excerpt: Solid wastes must be managed to prevent inadvertent reactions, explosion and degradation of waste containers per the ''Washington State Department of Ecology Dangerous Waste Regulations'' (WAC 173-303). An understanding of chemical compatibility principles and a consistent approach for implementing compatibility requirements is essential for complying with the regulations. This document explains the technical basis for ensuring chemical compatibility for solid wastes that are stored on site at on-site TSD facilities and for solid waste that will go to off-site TSD facilities. The document applies directly to the following aspects of chemical compatibility: (1) Ensuring that hazardous waste is not chemically reactive or unstable such that it cannot be safely transported or stored; (2) Ensuring that lab packs (i.e., drums containing multiple inner containers of differing types of hazardous waste) are packaged such that incompatible chemicals are not placed into the same drum; (3) Selecting containers and liners that are compatible with the waste they contain. This document does not cover individual TSD requirements, or specific offsite TSD requirements. This document does not cover chemical compatibility and segregation requirements for shipping wastes on-site or off-site. This document does not cover radiological hazards associated with radioactive waste or mixed wastes. Evaluation of compatibility for comingling and treating solid waste is beyond the scope of this document. In addition, heat generation and gas generation as they apply to the Hanford waste acceptance criteria are not covered in this document.
