Book excerpt: Undated, unsigned draft of a letter, from around 1686, containing Rodríguez's recommendations to the king for maintaining control over the Mariana Islands. Rodríguez, a Jesuit priest and procurator-general of the Indies, believes that continuing control over the Mariana Islands depends totally on Spain's ability to develop and maintain communications between the Marianas and the Philippines; and for that purpose, the previous governor of the Philippines, Don Juan de Vargas, was ordered to build a ship to navigate regularly between the islands. Although the ship began sailing in September, the monsoons of March and April forced it to put into port, where, after many months, the ship is still anchored. In contrast, the Dutch in their moluccas easily navigate between the islands--a distance of only 300 leagues. Rodríguez insists on the need for a Spanish ship in the area, pointing out that its construction and maintenance would not cost the royal treasury anything, since lumber is plentiful in Cavite, and officers already on the payroll are available in the Philippines. Sailors for the crew and provisions can be obtained in the Marianas. Rodríguez recommends that the viceroy of New Spain order the present governor of the Philippines, Gabriel Curuzelaegui, to grant licenses to some Filipinos to travel to the nearby islands, requiring them to stop in the Marianas and allowing them to establish settlements there. He concludes by asking the king to dispatch the necessary cédulas in order to promote communication among the islands and expedite the conversion to Catholicism of the "gentiles."

Although the accepted grand strategy of the war was the defeat of Germany first, the sweep of Japanese victory in the weeks and months after Pearl Harbor impelled the United States to move as rapidly as it could to stem the enemy tide of conquest in the Pacific. Shocked as they were by the initial attack, the American people were also united in their determination to defeat Japan, and the Pacific war became peculiarly their own affair. In this great theater it was the United States that ran the war, and had the determining voice in answering questions of strategy and command as they arose. One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.
