Our efforts in Iraq, Afghanistan, and the war on terror remind us of how differently much of the rest of the world thinks and perceives. This monograph is an effort to better understand Chinese thinking. Ms. Susan Craig's research into Chinese threat perceptions is important for several reasons. Above all, it provides valuable insight into the comprehensiveness of the Chinese concept of national security and how China perceives itself, the world, and China's place within it. Further, the author's deliberate effort to maintain a Chinese perspective by relying solely on Chinese sources - namely, scholarly journals, the news media, official policy pronouncements, and personal interviews-demonstrates that Chinese intentions and motivations are not a secret. The author's research shows that there is a significant amount of information about Chinese concerns, perceptions, and motivations that is available openly, and that many of China's influential elite are willing and able to meet and openly exchange ideas. Also, it shows that there is an active arena for debate in China on national security issues. Likely due to the rapidly changing international environment and China's growing interest and participation in it, Chinese perceptions about its national security are more diverse, nuanced, and sophisticated today than ever before. By acknowledging that Chinese thinking is not monolithic, we can better appreciate and influence debates that are occurring. While Ms. Craig's analysis shows that the Chinese perspective is very different from our own, it also shows that the two perspectives may share a common view of the future. Both the United States and China aspire to a future with a free, open, and robust economic marketplace and an international order where all nations contribute to peace, development, and prosperity (in other words, where we are all "responsible stakeholders"). Despite Chinese fears, the United States does not strive to overturn the current world order; we have as much at stake in maintaining it as China does. We also confront similar nontraditional threats: terrorism, pollution, proliferation, energy insecurity, drug trafficking, and infectious disease. With cooperation in pursuing shared goals and overcoming shared threats, the threats we each perceive as posed by the other are likely to diminish. If that is not reason enough to study China's threat perceptions, perhaps beating the Chinese at their own game is. As Ms. Craig's research demonstrates, China's influential elite spends a great deal of time studying American policy and politics and has a very good understanding of American threat perceptions. As key emerging powers in the international system, India and especially China have received much attention. However, most analysts who have studied Sino-Indian relations have done so through a neorealist lens which emphasizes the conflictual and competitive elements within the overall relationship. This has had the effect of obscuring how the China-India relationship is currently in the process of transformation. Drawing on a detailed and systematic analysis of the interlinked and increasingly important issues of maritime security in the Indian Ocean region, energy demands and concerns, and economic growth and interchange, Amardeep Athwal shows that not only is there an absence of mutual threat perception, but Sino-Indian bilateral trade is increasingly being framed institutionally and China and India are also beginning to coordinate policy in important areas such as energy policy. He concludes that neorealist accounts of Sino-Indian relations have difficulty in explaining these recent developments. However, rather than rejecting neorealist explanations in their entirety, he points towards a theoretical pluralism with an appeal to ‘soft’ realism and theories of neoliberalism and peaceful change. China-India Relations will be of interest to scholars of international relations and politics, international business and Asian studies.

Book excerpt: This dissertation examines the modern-day dynamics of the Sino-Indian relationship---with a particular focus on issues relating to maritime security, economics, energy and elite bilateral dialogue. In exploring the contemporary nature of the Sino-Indian relationship, the dissertation also seeks to assess the accuracy of predominant neorealist accounts of the Sino-Indian relationship. Since the 1962 Sino-Indian War, most analysts have continued to emphasize the conflictual and competitive elements within the Sino-Indian relationship. The dissertation first explores the crucial post-independence history of Sino-Indian relations to provide the appropriate contextual background (chapter one). Thereafter, the dissertation explores the geopolitical significance of the Indian Ocean in light of soaring (global) energy demands. This then leads into an analysis of China and India's naval modernization and China's strategic partnership with Pakistan and Myanmar (chapter two). While acknowledging the credibility of neorealist insights in the realm of maritime security by detailing China and India's naval buildup and naval strategy, overall, it is found that the security dilemma argument is overstated. There is both a lack of threat perception and the existence of alternate explanations for both Chinese and Indian activities in Southern Asia. The dissertation then moves on to explore the positive elements within the Sino-Indian relationship---growing economic interdependence, energy convergence and elite consensus. In the economic realm (chapter three) it is found that Sino-Indian bilateral trade is increasingly being framed institutionally and rapidly expanding every year. The areas where the Sino-Indian economic relationship could be fruitfully expanded are traced and the great potential of bilateral trade is discussed. Thereafter, the dissertation highlights how China and India are beginning to coordinate energy policy (chapter four) as well as the growing political will (chapter five) to transform the Sino-Indian relationship from a framework of conflict and competition to cooperation. The dissertation concludes that there are serious mitigating factors in the Sino-Indian relationship and that an exclusively neorealist outlook is impoverished. Theoretical insights from neoliberal institutionalism and constructivism point to how emerging economic interdependence in tandem with the (elite) creation of dependable expectations of peaceful change point towards stability in the Sino-Indian relationship.
