Book excerpt: Due to the sharp declines in trade union density and collective bargaining coverage post-1979, the shift by trade unions towards political action has had significant implications for employment relations regulation in contemporary Britain. Yet, there remains insufficient discussion of the factors of influence affecting changes in the political action process from a historical and contemporary perspective. Unions and Employment in a Market Economy will evidence how trade unions were able to offset environmental constraints through a progressive focus on political action, despite diminished power in the Labour Party’s structures and the wider economy. The book presents four legislative events categorised as functional equivalents enacted in two different periods of Labour governance (1974-79 and 1997-2010). The selected events are the Social Contract (1974-79), National Minimum Wage (1998), Employment Relations Act (1999) and the Warwick Agreement (2004). The book’s findings lend credence to the proposition that in a liberal market economy there is a valuable dividend associated with trade union political exchange through the Labour Party.

Book excerpt: Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. The book also contains a series of detailed case studies on the implementation of LED in South Africa and the wider region of southern Africa, including analyses of LED undertaken at a variety of scales from the provincial, metropolitan, and small-town level. Until now, most research on local economic development has focused on the developed world. This volume breaks new ground in applying LED policy and practices to problems specific to the developing world. It will be of interest to scholars of development studies, urban and regional planning, human geography, and urban studies.

This book sheds light on the dealings between special interests and political parties by challenging three long-standing assumptions: that transactions between interest groups and parties are quid pro quo exchanges, such as the buying and selling of legislation; that the interrelationship between bureaucrats and interest groups is accommodating and friendly; and that special interests are single-minded in their pursuit of favorable policies, specifically legislation and regulations. The authors argue that political transactions are organized through durable informal agreements between interest groups and political parties, whereby parties obtain a dependable source of long-term campaign funds, and interest groups gain enduring favorable treatment in the political process. In response to interest group demands, legislatures such as Congress establish quasi-governmental appendages to federal agencies that oversee the administration of programs prized by special interestsnamely, federal advisory committees. The authors examine the complex relationship between the establishment and influence of thousands of federal advisory committees and long-term interest group contributions to political parties. This book is the single best study of federal advisory committees, with reams of data about them. As one might have expected, the response to our call for papers was vo luminous. In looking over the many contributions, we felt that a "published" Festschrift was also possible and fitting for the eightieth birthday of so prodi gious and influential a scholar as Professor Buchanan. To that end we have assembled the following volume. In selecting the papers to be included here we have basically tried to choose those papers which in some way bear on Buchanan's contributions. Perfectly good papers about issues not related to Buchanan's research agenda or not referring directly to Buchanan's work were not included. Space constraints did not allow universal coverage, so choices had to be made. It should be stated clearly that these were our choices based on the criterion that the contribution be relevant to Buchanan's work. Buchanan had nothing whatsoever to do with the selection of papers for this volume. Once choices had been made, we arranged the papers by subject matter ranging from various aspects of Buchanan's work in economics, political science, philosophy, and related areas, to some more personal recollections of Jim as a professor, friend, and colleague. Including the latter material was also our decision, and this probably represents a choice with which Jim would not have agreed. We think, however, that the reader will find these pieces interesting and informative.
