Reverses began when the necessi ties of the emperor and the exhaustion of the matured portion of the population required that the conscription be enforced with more rigor and the army recruited from a levy of conscripts under twenty years of age, less care fully selected. The capacity to endure fatigue and long marches is not less a requirement now than it was to the Roman soldier, who marched, carrying a load of sixty pounds, twenty miles and more a daysf Railroad communications may and do powerfully assist in military movements; but their aid is local and of limited application, whilst physical stamina is universally applicable. The ten dency in these days is to decry the necessity for a high standard of physical efficiency in the constitution of an army, and to exaggerate the importance of improved arms. Book excerpt: Excerpt from On the Enlisting, Discharging and Pensioning of Soldiers: With the Official Documents on These Branches of Military Duty; With the Regulations for the Recruiting Service in the Army and Navy of the United States, and a Preface In the following pages I have endeavoured to give a practical commentary on the regulations which have been issued in regard to the duty of examining recruits, and the discharging of disabled soldiers; and, in the execution of this design, my principal aim has been to explain the practice of carrying the rules into effect - not to argue their policy, or to suggest reforms; to narrate, rather than to discuss. In a financial, a political, and, perhaps I may add, in a medical point of view, I am not aware of any part of the duty of a medical officer which is of more importance than the inspection of recruits on a large scale, and the examination of inefficient soldiers; and, consequently, these duties deserve a very careful consideration. Should this manual contribute, in however small a degree, to the compilation of a comprehensive work on military hygiene including a treatise on the duties of medical officers, I shall be much gratified. In the simple but expressive language of Sir John Pringle, it may be asked, "What inquiry can be so useful as that which hath for its object the saving of the lives of men?" "The prevention of diseases," he very justly observes, "cannot consist in the use of medicines." To preserve the health of soldiers, and to promote their efficiency in all climates, and under the various circumstances of peace and war, are highly important objects which should engage not only the attention of government, but the careful study of both military and medical officers. There is, I fear, too much truth in the following observation of Vaidy: "Tant que les peuples seront gouvernes par des hommes et que les hommes auront des passions la guerre sera un mal inevitable."
