This paper takes stock of the adequacy of the system and highlights its challenges. Chile’s defined contribution system was quite influential when introduced, and was taken as an example by other countries. However, it is now delivering low replacement rates relative to OECD peers, as its parameters did not adapt over time to changing demographics and global returns, while informality persists in the labor market. In the absence of reforms, the system’s inability to deliver adequate outcomes for a large share of participants will continue to magnify, as demographic trends and low global interest rates will continue to reduce replacement rates. In addition, recent legislation allowing for pension savings withdrawals to counter the effects from the COVID-19 pandemic, is projected to further reduce replacement rates and increase fiscal costs. A substantial improvement in replacement rates is feasible, via a reform that raises contribution rates and the retirement age, coupled with policies that increases workers’ contribution density.

Moreover, badly designed benefit formulas and eligibility conditions introduce unnecessary economic distortions and make the systems vulnerable to adverse distributional transfers. The book does not present a general model that could solve the problems of all pension systems in Middle East and North Africa countries. Instead the authors focus on outlining a framework for guiding discussions on pension reform and making objective policy choices.This assessment will be useful for policy makers and government officials involved in pension reform in the Middle East and North Africa region.

The size and development of the shadow economy in Serbia and other Central and Eastern European countries are estimated using two different methods (the MIMIC method and household-tax-compliance method). Micro-estimates are based on a special survey of business entities in Serbia, which for the first time allows us to explore the shadow economy from the perspective of enterprises and entrepreneurs. The authors identify the types of shadow economy at work in business entities, the determinants of shadow economy participation, and the impact of competition from the informal sector on businesses. Readers will learn both about the potential fiscal effects of reducing the shadow economy to the levels observed in more developed countries and the effects that formalization of the shadow economy can have on economic growth.

Chapter 3, "Safety Net Programs: Lessons from Country Experience," examines recent experiences in safety net programs, which complement the main strategy of broad-based growth and investment in human capital. Appendix A describes the Bank's analytical work on poverty and presents summaries of poverty assessments for 32 countries. Appendix D describes objectives of the Program of Targeted Interventions (PTI) and lists 156 PTI projects with details on their specific objectives and strategies; 75 of these addressed human capital development. Education projects focused on female literacy, skills for the informal sector, teacher education, provision of school materials, and educational facilities construction. Other appendices provide further details on poverty assessments, poverty-focused structural adjustment loans, poverty-focused emergency recovery loans, annual lending to selected sectors, regional plans for poverty monitoring, and projects and adjustment operations with safety net components.
