Book excerpt: Al Taylor began his studio practice as a painter and although he is more widely known for the three-dimensional works he started making in 1985, the artist maintained that his constructions weren’t “at all about sculptural concerns; [they come] from a flatter set of traditions.” Throughout his career, whether he worked on canvas, drawings and prints, or sculpture, the creative process of Taylor’s oeuvre was fundamentally grounded in the formal concerns of painting. Published on the occasion of an exhibition at David Zwirner, New York, in spring 2017, Al Taylor: Early Paintings is the first book to focus exclusively on the artist’s works on canvas, featuring a selection of rarely seen paintings created between 1971 and 1980. New scholarship by poet and art critic John Yau examines the visual relationships that connect Taylor’s paintings, drawings, and sculptural objects, while also reflecting on the art world in New York City during the 1970s. In addition, a conversation conducted by Mimi Thompson between renowned painters Stanley Whitney and Billy Sullivan—all of whom knew Taylor well during his lifetime—provides insight into his reputation as an “artist’s artist.” Twenty-six paintings are at the heart of this catalogue—embodying the subtleties of reduction and restraint, they nonetheless have hints of the idiosyncratic playfulness that would come to characterize Taylor’s later works. In some canvases, the artist delineates spatial perspectives by incorporating the wall in shaped compositions where a single color often dominates; elsewhere, it is the interaction of his color juxtapositions and fluid paint application that energize the canvas. Both painterly and sculptural in their address, these works deviate from the usual tropes of abstraction to uniquely engage space, perception, and possess a lyrical rhythm. This new publication reveals and validates the importance of Al Taylor’s paintings both within his own practice and in the context of twentieth-century abstraction.

Book excerpt: In the Moroccan French Protectorate (1912-1956), the French established vocational and fine art schools, imposed modern systems of industrial production and pedagogy and reinvented old traditions. Hamid Irbouh argues that the French used this systematic modernisation of local arts and crafts regulation to impose their control. He looks in particular at the role and place of women in the structures of art production and education created by the French- that transformed and dominated Moroccan society during the colonial period. French women infiltrated the Moroccan milieu, to buttress colonial ideology, yet at critical moments, Moroccan women rejected traditional roles and sabotaged colonial plans. Meanwhile, the contradictions between reformist goals and the old order added to social dislocations and led to rebellion against French hegemony. Irbouh examines and analyses these processes and demonstrates how Moroccan artists have struggled to exorcise French influences and rediscover an authentic visual culture since decolonisation. This book reveals that the weight of colonial history continues to weigh heavily on artistic practice and production.

Ces phases sont les lieux d’interactions entre différents acteurs, parmi lesquels des personnes et des institutions. Ce cadre peut s’appliquer à la mise en œuvre d’un ou plusieurs programmes ainsi qu’à la mise en place d’une protection sociale adaptative. Le Manuel de référence des systèmes de mise en œuvre de la protection sociale s’articule autour de huit principes clés qui constituent le code de conduite de la mise en œuvre : 1. Les systèmes de mise en œuvre ne suivent pas un modèle unique, mais tous les modèles partagent des points communs qui forment le coeur du cadre de mise en œuvre des systèmes de protection sociale. 2. La qualité de la mise en œuvre a une grande importance et la faiblesse de l’un des éléments constitutifs de la chaîne de mise en œuvre affectera négativement l’ensemble de celle-ci et réduira les impacts du ou des programmes qui lui sont associés. 3. Les systèmes de mise en œuvre évoluent dans le temps, de manière non linéaire et leur point de départ est important. 4. Dès le début de la mise en œuvre, des efforts devront être déployés pour « garder les choses simples » et pour « bien faire les choses simples ». 5. Le premier segment de la chaîne, à savoir l’interface entre les futurs bénéficiaires et l’administration, est souvent son maillon le plus faible. Son amélioration peut nécessiter des changements systémiques, mais ceux-ci contribueront considérablement à l’efficacité globale et atténueront les risques d’échec de cette interface. 6. Les programmes de protection sociale ne fonctionnent pas dans le vide et, par conséquent, leur système de mise en œuvre ne doit pas être développé en vase clos. Des opportunités de synergies entre institutions et systèmes d’information existent et les saisir peut améliorer les résultats des programmes. 7. Au-delà de la protection sociale, ces systèmes de mise en œuvre peuvent aussi améliorer la capacité des gouvernements à fournir d’autres prestations ou services, comme les subventions à l’assurance maladie, les bourses d’études, les tarifs sociaux de l’énergie, les allocations logement et l’accès aux services juridiques. 8. L’inclusion et la coordination sont des défis omniprésents et permanents. Pour les relever, il faut donc améliorer de façon continue les systèmes de mise en œuvre à travers une approche dynamique, intégrée et centrée sur la personne.
