Since then, a tremendous effort has been, and still is, dedicated by the cryptographic community to make practical this new kind of cryptography. It is revolutionnary because it enables direct computation on encrypted data (without the need for the computing entity to decrypt them). Several trends have been developed in parallel, exploring on one side fully homomorphic encryption schemes, more versatile for applications but more costly in terms of time and memory. On the other side, the somewhat homomorphic encryption schemes are less flexible but more efficient. This thesis, achieved within the Chair of Naval Cyber Defence, contributes to these trends. We have endorsed different roles. First, an attacker position to assess the hardness of the security assumptions of the proposals. Then, we conducted a state-of-the-art of the most promising schemes in order to identify the best(s) depending on the use-cases and to give precise advice to appropriately set the parameters that drive security level, ciphertext sizes and computation costs. Last, we endorsed a designer role. We proposed a new powerful fully homomorphic encryption scheme together with its open-source implementation, available on github.

The security of this system is based on the computational difficulty to solve the multivariate algebraic equations. To break this cryptosystem it is thought that we probably need to solve the multivariate algebraic equations that is equal to solving the NP complete problem. Then it is thought that this system is immune from the attacks by the quantum computers. This book is written for graduate students to active researchers.

For partial homomorphic encryption schemes, we observe that the versatility is the main bottleneck. To solve this problem, we propose general approaches to improve versatility of them by either extending the range of supported circuits or extending the message space. These general approaches can be applied to a wide range of partial HE schemes and greatly increase the number of applications that they support. For fully homomorphic encryption schemes, the slow running speed and the large ciphertext are the main challenges. Therefore, we propose efficient implementations as well as methods to compress the ciphertext. In detail, the Gentry Halevi FHE scheme and the LTV FHE scheme are implemented and the resulting performance shows significant improvement over previous works. For ciphertext compression, the concept of scheme conversion is proposed. Given a scheme converter, we can convert between schemes with compact ciphertext for communication and homomorphic schemes for computation.

This book presents 11 papers from the NATO Advanced Research Workshop (ARW) on Quantum and Post-Quantum Cryptography, hosted in Malta in November 2021. The workshop set out to understand and reconcile two seemingly divergent points of view on post-quantum cryptography and secure communication: would it be better to deploy post-quantum cryptographic (PQC) algorithms or quantum key distribution (QKD)? The workshop brought these two communities together to work towards a future in which the two technologies are seen as complementary solutions to secure communication systems at both a hardware (QKD) and software (PQC) level, rather than being in competition with each other. Subjects include the education of an adequate workforce and the challenges of adjusting university curricula for the quantum age; whether PQC and QKD are both required to enable a quantum-safe future and the case for hybrid approaches; and technical aspects of implementing quantum-secure communication systems. The efforts of two NATO nations to address the possible emergence of cryptanalytically-relevant quantum computers are explored, as are two cryptographic applications which go beyond the basic goal of securing two-party communication in a post-quantum world. The book includes economic and broader societal perspectives as well as the strictly technical, and adds a helpful, new contribution to this conversation.

Book excerpt: "A cross domain solution is a means of information assurance that provides the ability to access or transfer digital data between varying security domains. Most acceptable cross domain solutions focus mainly on risk management policies that rely on using protected or trusted parties to handle the information in order to solve this problem; thus, a cross domain solution that is able to function in the presence of untrusted parties is an open problem. Homomorphic encryption is a type of encryption that allows its party members to operate and evaluate encrypted data without the need to decrypt it. Practical homomorphic encryption is an emerging technology that may propose a solution to the unsolved problem of cross domain routing without leaking information as well as many other unique scenarios. However, despite much advancement in research, current homomorphic schemes still challenge to achieve high performance. Thus, the plausibility of its implementation relies on the requirements of the tailored application. We apply the concepts of homomorphic encryption to explore a new solution in the context of a cross domain problem. We built a practical software case study application using the YASHE fully homomorphic scheme around the specific challenge of evaluating the gateway bypass condition on encrypted data. Next, we assess the plausibility of such an application through memory and performance profiling in order to find an optimal parameter selection that ensures proper homomorphic evaluation. The correctness of the application was assured for a 64-bit security parameter selection of YASHE resulting in high latency performance. However, literature has shown that the high latency performance can be heavily mitigated through use of hardware accelerators. Other configurations that include reducing number of SIMON rounds or avoiding the homomorphic SIMON evaluation completely were explored that show more promising performance results but either at the cost of security or network bandwidth."--Abstract.
