This distortion of Dibao damages perceptions of government competence and legitimacy and can trigger unrest among those denied benefits. Pan traces how China's approach to enforcing order transformed at the turn of the 21st century and identifies a phenomenon she calls seepage whereby one policy--in this case, quelling dissent--alters the allocation of resources and goals of unrelated areas of government. Using novel datasets and a variety of methodologies, Welfare for Autocrats challenges the view that concessions and repression are distinct strategies and departs from the assumption that all tools of repression were originally designed as such. Pan reaches the startling conclusion that China's preoccupation with order not only comes at great human cost but in the case of Dibao may well backfire.

But from the seemingly rapid leadership turnovers in Tunisia and Egypt to the protracted stalemates in Yemen and Syria, there remains a common outcome: ongoing control of the ruling regimes. While some analysts and media outlets rush to look for democratic breakthroughs, autocratic continuity—not wide-ranging political change—remains the hallmark of the region's upheaval. Contrasting Egypt and Syria, Joshua Stacher examines how executive power is structured in each country to show how these preexisting power configurations shaped the uprisings and, in turn, the outcomes. Presidential power in Egypt was centralized. Even as Mubarak was forced to relinquish the presidency, military generals from the regime were charged with leading the transition. The course of the Syrian uprising reveals a key difference: the decentralized character of Syrian politics. Only time will tell if Asad will survive in office, but for now, the regime continues to unify around him. While debates about election timetables, new laws, and the constitution have come about in Egypt, bloody street confrontations continue to define Syrian politics—the differences in authoritarian rule could not be more stark. Political structures, elite alliances, state institutions, and governing practices are seldom swept away entirely—even following successful revolutions—so it is vital to examine the various contexts for regime survival. Elections, protests, and political struggles will continue to define the region in the upcoming years. Examining the lead-up to the Egyptian and Syrian uprisings helps us unlock the complexity behind the protests and transitions. Without this understanding, we lack a roadmap to make sense of the Middle East's most important political moment in decades.

Yet the middle classes of the developing world have grown at a remarkable pace over the past two decades, and much of this growth has taken place in countries that remain nondemocratic. Rosenfeld explains this phenomenon by showing how modern autocracies secure support from key middle-class constituencies. Drawing on original surveys, interviews, archival documents, and secondary sources collected from nine months in the field, she compares the experiences of recent post-communist countries, including Russia, the Ukraine, and Kazakhstan, to show that under autocracy, state efforts weaken support for democracy, especially among the middle class. When autocratic states engage extensively in their economies - by offering state employment, offering perks to those to those who are loyal, and threatening dismissal to those who are disloyal - the middle classes become dependent on the state for economic opportunities and career advancement, and, ultimately, do not support a shift toward democratization. Her argument explains why popular support for Ukraine's Orange Revolution unraveled or why Russians did not protest evidence of massive electoral fraud. Although social movements and media can help destabilize authoritarian governments, not all social protest is effective or culminates in the toppling of dictatorships. Frequently, the military’s response determines the outcome. In Defect or Defend, Terence Lee uses four case studies from Asia to provide insight into the military’s role during the transitional phase of regime change. Lee compares popular uprisings in the Philippines and Indonesia—both of which successfully engaged military support to bring down authoritarian rule—with protest movements in China and Burma which were violently suppressed by military forces. Lee’s theory of “high personalism” and power-sharing among the armed forces leadership provides a framework for understanding the critical transitory phases of democratization. He uses this theory to review and assess Eastern Europe’s democratization events in 1989, the Colored Revolutions of the early 2000s, and the protests and revolutions unfolding in the Middle East.
