Book excerpt: "Holistic Housing. Concepts, Design Strategies and Processes" is a fundamental reference work on housing construction. The book deals with the issue of sustainability in a planning context but also analyses a building's usage and ageing over its 'life cycle'. A system of criteria specially developed in an accompanying research project can be used to compare and evaluate buildings. It can also be used as a tool for optimising the sustainability of buildings in development during the planning process. By contrast, most existing sustainability systems are conceived not as design and planning tools, but as instruments for evaluating finished buildings and completed planning. 15 practical examples explain the ways in which these criteria and other aspects of sustainable building can be implemented in sophisticated architecture and how these can then be experienced. A system developed from analysing the examples is used to classify and compare the buildings. The building's significance as a lived environment is also not neglected here: sustainability develops in a dialogue between a building and its users, with an emphasis on residential usage.

Book excerpt: New Zealand is in the midst of a housing crisis. While the discourse is primarily focused on affordability and housing shortages, the quality of housing is starting to attract more attention, with the subpar standard of housing reported to cost New Zealand millions annually in health-related issues. The burden of substandard housing is mainly borne by vulnerable demographics, specifically children, Māori and Pacific Islanders. As housing becomes more unaffordable, more people are forced to rent (potentially poor-quality) housing with resulting health implications. Multiple responses have been designed and implemented to remediate the poor quality of New Zealand housing, ranging from voluntary housing warrants of fitness/green building certifications to government legislation. This thesis reviews the context of the housing quality crisis in New Zealand, grounding the discourse in the academic literature seeking to determine what constitutes a healthy living environment. The different policy approaches to providing healthy New Zealand housing are reviewed and critically discussed with one mechanism (6-Homestar) identified as the most comprehensive and widely adopted policy approach. The performance of 6-Homestar is then empirically interrogated and contrasted with dwellings constructed to the current New Zealand Building Code and older dwellings constructed to a previous code. The empirical evidence determines that 6-Homestar is not providing a step change in indoor environment quality performance when compared to the current building code. A key finding of the research is the unintended consequence of the focus on cold and damp: both 6-Homestar-certified and newly constructed code-compliant dwellings overheat in the warmer months of the year. In a world that has recognised the coming implications of climate change and global warming, these results have significant policy implications, suggesting that overheating, in conjunction with underheating, requires attention in government legislation, green building rating tools and building codes.

Sub-regions will have their own targets that allow local circumstances to be taken into account, but the regional overview is valuable to ensure consistency and to enable review of the regional target as a whole. It is important that any review of housing targets in the South East takes into account the range of numbers put forward, their underlying reasons, and the consequences of not meeting any decided targets. The economic downturn has meant that fewer homes are being built and there are concerns that the lack of infrastructure provision alongside housing development is stopping schemes from making progress. The Committee recommends that the Government review the funding mechanisms currently available for this infrastructure. It feels it is important that the Homes and Communities Agency is given the resources it needs in future years. The Committee also acknowledges that while focusing development on brownfield land is important to stimulate regeneration there must be care that concentrating development in such areas does not have adverse effects such as using up urban land or valuable urban greenspace. The Committee also recommends that greater attention be paid to alternative models for providing housing land; that the region provides the right mix of homes and that the Government stick to its timetable for the Code for Sustainable Homes ensuring that all housing has a zero carbon rating by 2016.

Book excerpt: The concentration of public housing in high-poverty neighborhoods has many negative impacts; it limits educational opportunities for kids, leads to increased crime, causes poor health outcomes, hinders wealth building, and decreases investments (U.S. Department of Housing and Urban Development, 2013). Northeast Omaha exhibits many of these issues. North Omaha is not only home to many of the city's minority persons, but also home to one of the most impoverished Black communities in the United States (Cordes, Gonzalez, & Grace, 2011). The Omaha-Council Bluffs area was ranked 14 for the highest African-American poverty rate out of 100 most populous metro areas in 2010 (Drozd, 2014). In addition to poverty, North Omaha also has the highest area of concentrated public housing (HUD Affirmatively Furthering Fair Housing, 2018). The impact of high concentrations of public housing in North Omaha have affected families, businesses, and schools in the community and subsequently have led to years of little or no investment in the area. While organizations have worked to educate, research, and evaluate ways to revamp North Omaha, these efforts have sometimes fallen short due to funding, lack of interest from private developers, and other factors. To change the face of the North Omaha, Seventy-Five North is developing high-class mixed-income housing in the area using the Purpose Built Communities model of mixed-income housing, education, and wellness. The objective of this research is to explore the potentials of the new strategy in improving the community.
