Throughout this colorful journey, Sweety wonders what our Founding Fathers would think about the changes that have taken place in this same area where they explored nearly two hundred years ago, and what the Great Falls and Garret Mountain will look like in the next century.

This study of the imperial government's handling of the southwestern frontier illuminates issues of considerable importance in Chinese history and foreign relations: Sichuan's rise as a key strategic area in relation to the complicated struggle between the Zunghar Mongols and China over Tibet, Sichuan's neighbor to the west, and consequent developments in governance and taxation of the area. Through analysis of government documents, gazetteers, and private accounts, Yingcong Dai explores the intersections of political and social history, arguing that imperial strategy toward the southwestern frontier was pivotal in changing Sichuan's socioeconomic landscape. Government policies resulted in light taxation, immigration into Sichuan, and a military market for local products, thus altering Sichuan but ironically contributing toward the eventual demise of the Qing. Book excerpt: A Choice Outstanding Academic Title The White Lotus War (1796–1804) in central China marked the end of the Qing dynasty’s golden age and the fatal weakening of the imperial system itself. What started as a local rebellion grew into a serious political crisis, as the central government was no longer able to operate its military machine. Yingcong Dai’s comprehensive investigation reveals that the White Lotus rebels would have remained a relatively minor threat, if not for the Qing’s ill-managed response. Dai shows that the officials in charge of the suppression campaign were half-hearted about the fight and took advantage of the campaign to pursue personal gains. She challenges assumptions that the Qing relied upon local militias to exterminate the rebels, showing instead that the hiring of civilians became a pretext for misappropriation of war funds, resulting in the devastatingly high cost of the war. The mishandled demilitarization of the militiamen prolonged the hostilities when many of the dismissed troops turned into rebels themselves. The war’s long-term impact presaged the beginning of the disintegration of the Qing in the mid-nineteenth century and eruptions of the Taiping Rebellion and other uprisings. The White Lotus War will interest students and scholars of late imperial and modern Chinese history, as well as history buffs interested in the warfare of the early modern world.

Book excerpt: In an age of rising groupthink, reactionary populism, social conformity, and democratic deficit, political judgment in modern society has reached a state of crisis. In The Specter of Babel, Michael J. Thompson offers a critical reconstruction of the concept of political judgment that can help resuscitate critical citizenship and democratic life. At the center of the book are two arguments. The first is that modern practical and political philosophy has made a postmetaphysical turn that is unable to guard against the effects of social power on consciousness and the deliberative powers of citizens. The second is that an alternative path toward a critical social ontology can provide a framework for a new theory of ethics and politics. This critical social ontology looks at human sociality not as mere intersubjectivity or communication, but rather as constituted by the shapes that our social-relational structures take as well as the kinds of purposes and ends toward which our social lives are organized. Only by calling these into question, Thompson boldly argues, can we once again attempt to revitalize social critique and democratic politics.
