The preface to a volume like this is usually the last and the hardest thing to write. I have repeatedly rewritten this, in a vain effort to make it satisfactory to myself. I do not propose to expand it by telling what the book is about, or to apologize for writing it. The title and table of contents sufficiently indicate its general character. I have endeavored in a volume of moderate size to give a concise history of the development of the causes, of which slavery was the chief, but not the only one, that culminated in the Civil War. Although it is difficult to find new facts, it is still possible to array old facts in such a way as to give them a new interest, and to develop new theories more or less interest ing and instructive. But to avoid writing too much or too little; to escape the criticism that what is good is not new and what is new is not good; above all to make what is written as accurate as possible, - to do all this is not an easy task. Book excerpt: Excerpt from History of the American Civil War, Vol. 2 of 3 The events considered in this volume occurred between the accession of Mr. Lincoln and the Proclamation of Freedom to the Slaves. Chronologically they range from the 4th of March, 1861, to the 1st of January, 1863, inclusive. An examination of these events shows that they may be conveniently grouped under certain sections or heads. By that means they are more easily borne in mind, and their relation to each other more clearly understood. The secession movement exhibited the character of a conspiracy for some time after the accession of Lincoln. There may be a difference of opinion as to the exact epoch at which it lost that character, but, for reasons subsequently mentioned, I have placed the limit at the battle of Bull Run, which also coincides with the translation of the Confederate seat of power to Richmond, manifested by the assembly of a Congress in that city on July 20th, 1861. The battle of Bull Run satisfied both the national government and its antagonist that the results sought by each could not be attained by the tumultuary levies which the people, then unacquainted with war, had up to that time supposed would be sufficient. It had become plain that real armies must be called into existence. The period during which the resources on both sides were organized is closed by Lincoln's general War Order of the 27th of January, 1862, commanding an advance of the national forces. Meantime, however, certain small military affairs had been taking place. These, though they excited public attention very much at the time, exerted, in reality, little or no influence on the general result. Had that right been conceded by the convention the constitution then adopted would have been of no more binding force than a rope of sand. Some of the separate colonies were at that time so jealous of their rights that they were only willing to make sufficient con cessions to enable the formation of a confederation, and had the denial of the right to withdraw from the Union been insisted upon at that time the adoption of the articles of confederation could not have been accomplished. The desire of the people of the north or free states to restrict the limits of the slave holding section and prevent the introduction of that institution into new territory, was the cause 'of sectional differences to such an extent as to cause the southern or slave holding states to attempt to exercise what they deemed to be their reserved right to withdraw from the Union, thereby necessitating the right of secession to be determined by an appeal to arms, and thereby precipitating the greatest conflict in the world's history. In contemplating the magnitude of the war of the Rebellion, and considering the fact that the tendency to arbitrate differences between nations, the fearful efficiency of modern weapons, in creased facilities for rapid transportation, as well as higher degrees of civilization and Christianizing influences on mankind must tend to decrease wars and cause the few that do occur to be of brief duration in the future, leaving the War of the Rebellion to always remain the greatest contest of arms in the world's history, and causing its most important events to be studied and viewed with an ever increasing interest, seems an incentive to those who participated in that contest to leave as complete a record as pos sible of the principal incidents as they actually occurred. There are some of the survivors of that war who think that they can give a detailed history of it, with minute descriptions of all the engagements they were in. The Editor gravely doubts this assumption. That there are a very large number who were especially impressed with one or more incidents there is no doubt. To such I have appealed for contributions, and from such only have I accepted articles for publication. My aim has been to collect real incidents - real facts from real participants - from persons who were there. These pages are not sectional, for it will be found that both the Union soldier and the Confederate have contributed. But two or three of the articles have been published before.
