The story begins with the Miners’ Federation fallen upon evil days, diminished in numbers, shorn of its former powers of national wage negotiation, divided in counsel and almost whelmed beneath the seismic waves of world economic crisis. Unemployment prevailed, greater than at any time before. The sudden collapse of the cabinet, the formation of the four-party coalition, and the rout of the Labour Party in 1931 shattered these hopes. The climb from the economic abyss of the early thirties is made against a sombre background of the spread of fascism and the approach of war. Then, during the war, the British coal industry and its workers encounter a series of rapid changes, both for better and for worse. The whole main purpose of their trade unions, to maintain and improve the standard of life, is conditioned by the six-year war to such an extent that all come to be merged in a single national union a few months before victory. Thus, in circumstances utterly unforeseen, the old Miners’ Federation, now once more built up in its numbers and in its powers comes to an end after an existence of fifty-five years. Whilst the nation relied upon coal for its electricity production, domestic heating and railway transportation, the miners and their unions would always play a central role in national politics with the ability to cause massive disruption to the nation, should they decide to strike, as they did in 1972 and 1974. However, as the country began to move towards other forms of energy, such as oil and gas, the power of the mineworkers correspondingly decreased, leaving the once mighty union to come to terms with a very different world by the early eighties. The NUM and British Politics makes use of union material and party and government archives as well as oral testimony, much of it highly confidential, to present the first overall account of the evolving nature of the tripartite relationship between the miners, the NUM and the state.

It takes as its focus a region, Lancashire, which was central to the social and political changes of the period. The discussion centres on two towns, Bolton and Wigan, which, while they were geographically close, differed significantly in their industrial fortunes and their electoral development. The formation of class identity is traced through developments in the world of work, from the impact of technological and managerial innovations to the elaboration of collective-bargaining procedures. Beyond work, particular attention is paid to the dynamics of neighbourhood and family life, the latter emerging as an important source of continuity in working-class life. The broader impact of such influences are traced through a close examination of the electoral politics of the period. Dr Griffiths' conclusions fundamentally challenge the notion that the fifty years around the turn of the century witnessed the emergence of a working class more culturally and politically united than at any other time, either before or since. Rather, an alternative narrative of class development is offered, in which broad continuities in working-class life, in particular the survival of religious, ethnic, and occupational points of division, are emphasised. Despite the presence of strong and stable labour institutions, from trade unions to Co-operative and Friendly Societies, the picture emerges of a working class more individualist than collectivist in outlook, more flexible in response to economic change, and less constrained by the broader solidarities of work and neighbourhood than has previously been supposed.

In feature films and documentaries, miners are typically portrayed as proletarian traditionalists working in a dying industry. Taking this perspective, the 1984/85 miners' strike seems a desperate last stand against forces much bigger than the miners themselves -- not just the Thatcher government but the tide of historical change itself. In this ground-breaking study, Jörg Arnold challenges a declinist reading of the people working in one of Britain's most important energy industries. The study makes extensive use of previously inaccessible records to offer a new account of the British miner in the age of de-industrialisation. The book situates the miners in broader structures of feeling, and reconstructs the miners' sense of the past and the future. Arnold argues that Britain's miners went through a cyclical movement -- from loser to winner and back again -- as Britain underwent a de-industrial revolution in the final decades of the twentieth century. The book reinserts the industry's 'new dawn' of the 1970s into the story of coal and shows that the miners wielded real power. The industry's reversal of fortunes, inscribed in Plan for Coal (1974), proved short-lived. It was significant all the same. Its significance, the book argues, did not lie in affecting the long-term trajectory of the coal industry. Rather, the 'new dawn' was important in raising the political and cultural stakes. The miners found themselves at the centre of sharply conflicting visions of the future at a critical juncture in Britain's history. The figure of the coal miner became invested with sharply contrasting characteristics: hero and villain, underdog and enemy, proletarian traditionalist and standard bearer of Socialist advance. The miners were no mere spectators in this process. They were agents, thought to be uniquely powerful by their numerous opponents, and half believing in this power themselves. The miners' special nature, however, jarred with the aspiration to lead an ordinary life, producing tensions that were most cruelly exposed in the year-long strike of 1984/1985.
