Uniquely wide ranging in scale, from the city's variegated neighborhoods up to its place in regional and national political economies, this book reinterprets the fall of Jim Crow as a democratization born of two metropolitan movements: a well-known one for civil rights and a lesser known one on behalf of "the environment." Arising out of Atlanta's Black and white middle classes respectively, both movements owed much to New Deal capitalism's undermining of concentrated wealth and power, if not racial segregation, in the Jim Crow South. Placing these two movements on the same historical page, Christopher C. Sellers spotlights those environmental inequities, ideals, and provocations that catalyzed their divergent political projects. He then follows the intermittent, sometimes vital alliances they struck as civil rights activists tackled poverty, as a new environmental state arose, and as Black politicians began winning elections. Into the 1980s, as a wealth-concentrating style of capitalism returned to the city and Atlanta became a national "poster child" for sprawl, the seedbeds spread both for a national environmental justice movement and for an influential new style of antistatism. Sellers contends that this new conservativism, sweeping the South with an antienvironmentalism and budding white nationalism that echoed the region's Jim Crow past, once again challenged the democracy Atlantans had achieved.

Book excerpt: Before World War I, Southern women's participation in the workforce consisted of black women's domestic labor and white working-class women's industrial or manufacturing work, but after the war, Southern women flooded business offices as stenographers, typists, clerks, and bookkeepers. This book examines their experiences in the clerical workforce, using both traditional labor sources and exploring the cultural institutions that evolved from these women's work-related milieu. Businessmen throughout the South molded this workforce to meet their needs using both labor-saving management techniques and exploiting social mores to enforce gender boundaries that limited women's workplace opportunities. This study traces the social and economic implications of Southern women's increased participation in clerical labor after World War I. While it increased the civic activities of white middle-class southern women, it also confined them to a routinized days work and limited venues of occupational achievement. Through a varied network of business women's clubs and organizations, women struggled with their new identities as workers and attempted to integrate their work lives with their community and family obligations. But they matter even more now, as information and communications technologies have stitched together a global financial system that is more vulnerable to crisis on a large scale. For example, the global bank panic of 2007-08 froze up the national economies of the U.S., England, France, Iceland, Ireland, and Germany -- all at the same time. And each of their governments had to act to bail out their own banks, without a consistent international regulatory framework. In this volume, Fred Betz takes a unique, cross-disciplinary approach to understanding bank panics, with an emphasis on the U.S. Bank Panics of 1857, 1907, 1930-33, 2007-08 and the European Bank Panics of 2010-2013. Despite over a hundred years of modern economic theory and many excellent historical studies about bank panics, they are still poorly understood and certainly not yet preventable. Partly this has been a function of the limitations of modern economic theory, which cannot interpret bank panics as complex societal phenomena. All societal phenomena are, in reality, multi-disciplinary in scope and cross-disciplinary in connections. Bank panics can best be understood through the collective lenses of sociology, political science, psychology, management science, management of technology, among other disciplines. Through this dynamic approach, the author identifies five key underlying triggers of bank panics: (1) funding excessive leverage in speculation, (2) lack of proper banking regulation, (3) bad banking practices, (4) lack of banking integrity, (5) corrupt banking practices. In so doing, he suggests new strategies for avoiding and recovering from bank panics and other financial crises.

Assessments of market outcomes tend toward the polemical, with capitalists and socialists, globalization advocates and anti-globalization movements, those on the political right and those on the left, all facing off to argue the benefits or harms brought about by markets. Yet not enough attention has been paid to analyzing the conditions under which markets result in just outcomes. This book explores how culture, politics, and ideology help shape market incentives in an attempt to reclaim the language of economic rationality and the policymaking legitimacy that accompanies it.
