With the exception of an article by Hon. R. P. Porter in the International Review for November, 1880, and another contributed to Lalor's Cyclopwdia, by George Walton Green, and afterwards expanded by the Society for Polit ical Education, as Economic Tract No. 11, very little has been written upon it. Neither of these articles furnishes a statement of facts complete and exhaustive enough to form the basis of ao curate scientific judgments, and both of them omit the discussion of important questions. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Book excerpt: Savannah's Midnight Hour argues that Savannah's development is best understood within the larger history of municipal finance, public policy, and judicial readjustment in an urbanizing nation. In providing such context, Lisa Denmark adds constructive complexity to the conventional Old South/New South dichotomous narrative, in which the politics of slavery, secession, Civil War, and Reconstruction dominate the analysis of economic development. Denmark shows us that Savannah's fiscal experience in the antebellum and postbellum years, while exhibiting some distinctively southern characteristics, also echoes a larger national experience. Her broad account of municipal decision making about improvement investment throughout the nineteenth century offers a more nuanced look at the continuity and change of policies in this pivotal urban setting. Beginning in the 1820s and continuing into the 1870s, Savannah's resourceful government leaders acted enthusiastically and aggressively to establish transportation links and to construct a modern infrastructure. Taking the long view of financial risk, the city/municipal government invested in an ever-widening array of projects--canals, railroads, harbor improvement, drainage-- because of their potential to stimulate the city's economy. Denmark examines how this ideology of over-optimistic risk-taking, rooted firmly in the antebellum period, persisted after the Civil War and eventually brought the city to the brink of bankruptcy. The struggle to strike the right balance between using public policy and public money to promote economic development while, at the same time, trying to maintain a sound fiscal footing is a question governments still struggle with today.

Book excerpt: This book develops new theory about the link between debt and democracy and applies it to a classic historical comparison: Great Britain in the eighteenth century which had strong representative institutions and sound public finance vs. ancient regime France, which had neither. The book argues that whether representative institutions improve commitment depends on the opportunities for government creditors to form new coalitions with other social groups, more likely to occur when a society is divided across multiple political cleavages. It then presents historical evidence to show that improved access to finance in Great Britain after 1688 had as much to do with the development of the Whig Party as with constitutional changes. In France, it is suggested that the balance of partisan forces made it unlikely that an early adoption of 'English-style' institutions would have improved credibility.
