Though it was by her nursing that she seized and held the hearts and imaginations of men--so that those who know nothing further of her know that she was the heroine of the Crimea and the reformer of nursing, --it is the intellectual quality of her deep insight into problems of health that keeps her work and will always keep it fresh and vivid. It is not possible to study her writings without being strongly stirred by her ardent realisation of all that makes for health. She was an enthusiast for health and happiness. Said Dr. Blackwell, "To her chiefly I owe the awakening to the fact that sanitation is the supreme goal of medicine, its foundation and its crown." In considering her practical and technical knowledge, so extensive, so minute, so exact, and above all so intelligent is it found to be that it is perhaps not too much to call her the foremost sanitarian of her age, as uniting in a rare measure technical knowledge with organising capacity. In India, unlike other countries, nurses have suffered an exceptional degree of neglect at the hands of state, a situation that has been detrimental to the quality of both rural and urban health care. Charting the history of the development of nursing in India over 100 years, Indian Sisters examines the reasons why nurses have so consistently been sidelined and excluded from health care governance and policymaking. The book challenges the routine suggestion that nursing’s poor status is mainly attributable to socio-cultural factors, such as caste, limitations on female mobility and social taboos. It argues instead that many of its problems are due to an under-achieved relationship between a patriarchal state on the one hand, and weak professional nursing organisations shaped by their colonial roots on the other. It also explores how the recent phenomenon of large-scale emigration of nurses to the West (leading to better pay, working conditions and career prospects) has transformed the profession, lifting its status dramatically. At the same time, it raises questions about the implications of emigration for the fate of health care system in India. An important contribution to the growing academic genre of nursing history, the book is essential reading for scholars and students of health care, the history of medicine, gender and women’s studies, sociology, and migration studies. But up to the present date the Nursing Profession has never been taught to incorporate itself, to undertake its own self-government, to endeavour to work out its own future, to expel unworthy members from its ranks, to define its curriculum of training, to found a Diploma or Certificate of Efficiency, or to form a Pension Fund. But all these steps follow logically from the lines I have laid down. Suffice it to say that this remarkable document was pigeonholed by the War Office and no more was heard of it, and when trained nurses began to organise their profession two years later they were quite ignorant of its existence. In 1886, the question of registration of nurses was discussed by the Nursing and Domestic Management Committee of the Hospitals' Association of which Mr. Henry C. Burdett was the founder. But so little did Mr. Burdett then understand the professional aspect of registration that he wrote that in his opinion the Sectional Committee [on which were Matrons of hospitals] would do well to "confine their consideration of Registration to considering how far it is desirable or possible to establish a Register for Trained Nurses in connection with the Hospitals' Association, so that the Lady Superintendents and medical men may write from the country to the Association, and have a reasonable assurance that they will thus be able to ascertain the character of a nurse with reasonable certainty, and so protect themselves from risks to which they are at present exposed." The Matrons composing the Sectional Committee then expressed the opinion, in connection with this scheme, that no nurse should be placed on the Hospitals' Association's Register who had not received three years' training, but this professional...
