Book excerpt: This history of land tenure under the Ptolemies explores the relationship between the new Ptolemaic state and the ancient traditions of landholding and tenure. Departing from the traditional emphasis on the Fayyum, it offers a coherent framework for understanding the structure of the Ptolemaic state, and thus of the economy as a whole. Drawing for the first time on both Greek and demotic papyri, as well as hieroglyphic inscriptions and theories taken from the social sciences, Professor Manning argues that the traditional central state â€~despotic' model of the Egyptian economy is insufficient. The result is a subtler picture of the complex relationship between the demands of the new state and the ancient, locally-organized social structure of Egypt. By revealing the dynamics between central and local power in Egypt, the book shows that Ptolemaic economic power ultimately shaped Roman Egyptian social and economic institutions.

Book excerpt: In Egypt, the landowning class first arose in the early part of the nineteenth century from land grants given to extended family members and friends of the ruler Muhammad ‘Ali. The development of capitalism and, with it, the evolution of law and social practice allowed these land grants gradually to take on the attributes of private property, a process that culminated in 1891 in land becaming a form of property like any other. From these developments a class of large landowners emerged and began to defend their interests, both economic and political. In two seminal Arabic works published in the 1970s, the authors Abbas and El–Dessouky traced the formation of this class, exploring the multiple factors that influenced the rise and power of landowners. Combined into one volume and translated into English for the first time, this book offers a comprehensive analysis of landownership and its effects on Egyptian society. The authors draw from extensive archival sources, successfully integrating in their work the competing forces of the state, the landlords, and the peasants. By moving beyond much of the familiar scholarship on landholders, this book presents a new interpretation of Egyptian politics and society.

I now turn to another episode. In 1877, a Convention was signed between the British and Egyptian Governments having for its object the abolition of slavery and of the Slave Trade in Egypt. The Convention was not to come into operation in the Soudan till the year 1888. It would, under any circumstances, have been very difficult to apply the Convention to the Soudan. General Gordon knew this. So early as October 11, 1883, Lord Granville wrote privately to me: "About slavery, I was very keen at first, and the first cold water I got was, of all people in the world, from Colonel Gordon, who seemed to me sensible on the matter." In other words, in spite of his anti-slavery sympathies, and although he had himself been a witness of the horrors of the Slave Trade, General Gordon recognised the facts of the situation more fully than his friends, who, in so far as the incident about to be narrated is concerned, became his critics. On February 12, Colonel Stewart, who was then at Berber, made the following entry in his Journal: "A deputation of the Notables came to inquire whether the Treaty, which had been printed and published by General Gordon, in November 1877, by which all slaves would be freed in 1889, was in his present programme. General Gordon, knowing the utter futility of saying 'Yes, ' replied * No, ' and published a Proclamation to this effect. It is probable that this Proclamation interested and pleased the people more than anything else."
