This book challenges such Eurocentric visions by retracing the evolution of modern institutions of collective decision-making in Eurasia. Breaching the divide between different area studies, the book provides nine case studies covering the area between the eastern edge of Asia and Eastern Europe, including the former Russian, Ottoman, Qing, and Japanese Empires as well as their successor states. In particular, it explores the appeals to concepts of parliamentarism, deliberative decision-making, and constitutionalism; historical practices related to parliamentarism; and political mythologies across Eurasia. It focuses on the historical and “reestablished” institutions of decision-making, which consciously hark back to indigenous traditions and adapt them to the changing circumstances in imperial and postimperial contexts. Thereby, the book explains how representative institutions were needed for the establishment of modernized empires or postimperial states but at the same time offered a connection to the past. Jürgen Habermas conceptualized the public sphere as the discursive arena which grew within Western European bourgeoisie society, arguably overlooking topics such as gender, minorities, and non-European civilizations, as well as the extent to which agency in the public sphere is effective in non-Western societies and how practitioners on the outskirts of mainstream society can participate. This volume responds to and builds upon this dialogue by addressing how religious, intellectual, and cultural agency in the public sphere shapes East Asian cultures, particularly the activities of those found on the peripheries of historic and modern societies.

Book excerpt: Many who critique democracy as practiced in East Asia suggest that the Confucian political culture of these nations prevents democracy from being the robust participatory type, and limits it to a spectacle designed to create obedience from the public. Certainly some East Asian nations have had elections for decades, but for democracy to be meaningful, a country needs an active public sphere, political tolerance, egalitarian beliefs, and vigorous political participation. The Asian-values debate focuses on whether the creation of this optimal version of democracy in East Asian nations will be hindered by their shared Confucian cultural heritage and at the centre of this debate is whether there is an active political culture in East Asia that allows citizens to freely discuss, debate, and disagree about politics. With Japan as its focus, this book examines the role of social networks and political discussion in Japanese political culture and asks whether discursive participatory democracy is indeed possible in East Asia. In order to answer this question the authors undertook the largest academic political survey ever conducted in Japan to give the book exceptional empirical credence. This data reveals how the Japanese people interact politically, concluding that through the powerful influence of social networks on Japanese political behaviour, Japan has a more globalized and less hierarchical society where Confucian culture is not dominant and where creation of a vibrant civil society is possible.
