The difficulties experienced in other times and other countries, and the manner in which they have been met and in part overcome, are object lessons which the statesman and the reformer cannot afford to neglect. We English-speaking peoples may not segregate ourselves from the rest of humanity ? we have our own conceit in the superiority of our own culture2 which we treasure in proud and for the most part harmless self-satisfaction.
