In a shift away from dominant interpretations, Adam David Morton considers the construction of the revolution and the modern Mexican state through a fresh analysis of the Mexican Revolution, the era of import substitution industrialization, and neoliberalism. Throughout, the author makes interdisciplinary links among geography, political economy, postcolonialism, and Latin American studies in order to provide a new framework for analyzing the development of state power in Mexico. He also explores key processes in the contestation of the modern state, specifically through studies of the role of intellectuals, democratization and democratic transition, and spaces of resistance. As Morton argues, all these themes can only be fully understood through the lens of uneven development in Latin America. Centrally, the book shows how the history of modern state formation and uneven development in Mexico is best understood as a form of passive revolution, referring to the ongoing class strategies that have shaped relations between state and civil society. As such, Morton makes an important interdisciplinary contribution to debates on state formation relevant to Mexican studies, postcolonial and development studies, historical sociology, and international political economy by revitalizing the debate on the uneven and combined character of development in Mexico and throughout Latin America. In so doing, he convincingly contends that uneven development can once again become a tool for radical political economy analysis in and beyond the region. A substantive new epilogue engages the main theoretical debates that have emerged since the book was first published, while also exploring the dominant geographies of power and resistance that are shaping state space in Mexico in the twenty-first century. Despite this, the two nations remain joined at the hip: more than 80 percent of Mexico's exports are to the United States, and the majority of foreign investment in Mexico comes from America.In Unequal Partners, Sidney Weintraub examines the current relationship of Mexico and the United States as one of sustained dependence and dominance. The chapters examine the consequences of this imbalance in six major policy areas: trade; investment and finance; narcotics; energy; migration; and the border. The book begins in 1954 when the Mexican "growth miracle" was at its apex, and proceeds to the present. Special attention is paid to the post-1982 debt crisis era, when Mexico began a more outward-looking trade policy.As this study reveals, Mexico has often been its own worst enemy in foreign relations. Over the past thirty years, the country has been plagued by debt, currency fluctuations, tax collection problems, political corruption, and state-controlled business monopolies that block foreign investment and importation. These factors have created an environment of instability, damaged outside perceptions, and weakened Mexico's bargaining position. Weintraub considers future policy changes that would help Mexico to level the playing field. Improving the education system, he argues, will benefit nearly every other activity and institution, and opening the oil market to private investment and technology will help develop deep-water drilling and revitalize this significant export commodity. In foreign relations, Mexico must be assertive-as it has been in easing U.S. restrictions on goods traded through NAFTA, and demanding U.S. aid to fight drug cartels-not passive, as it currently is on U.S. anti-immigration policy and the proposed border wall. Perhaps most importantly, the study points to the deeper development of policies that are proactive and outward looking.

Why did Mexico's leaders shift in the 1980s from nationalism to "Southern Liberalism"? In The Political Economy of Foreign Investment in Mexico, Van R. Whiting, Jr., examines the domestic and international forces that shape the political choices made by one of the Third World's largest and strongest states. Whiting contends that neither dependency nor statism is sufficient to explain foreign investment policy in Mexico. Political preferences and political choices do matter. But domestic and international structural constraints, he argues, bound the choices of policy makers. Globalization of capital and technology, for example, shapes policy options in a way that favors liberalization. In the first half of the book, Whiting examines Mexico's nationalist tradition and the limits of its foreign investment policies. The joint venture policy and the regulatory apparatus put in place in the 1970s did not succeed in replacing the capital, technology, and marketing capabilities of foreign firms. In the second half, he explains how international industrial structure limited national policy and created greater opportunities for liberalization. In his conclusion, Whiting highlights the importance of understanding "constrained choice" for moving beyond positivist explanations in social science.
