Book excerpt: Excerpt from A Handbook of Sewage Utilization The question of Sewage Utilization, together with that of the drainage of towns and the purification of our rivers and water-courses, has been for some years past forcing itself upon public attention. Numerous Reports have been presented to Parliament, all setting forth the magnitude of the evils of the present system, and representing the urgency of immediate reform. As far back as the year 1858, a Commission [S. U. C., 1857], of which Lord Essex was Chairman, reported to this effect, and as yet little or nothing has been done. There is no doubt that what has chiefly deterred Local Boards, or other governing bodies in towns from taking any action in the matter, has been the difficulty of finding out the most satisfactory mode of practically dealing with what everyone admits to be a gigantic difficulty. Most of the systems of Sewage Utilization hitherto adopted in many of our towns have proved unremunerative as speculations; the success of others has been supposed to depend upon certain special conditions, unattainable in other places; and some are known to have failed to accomplish the most important part of their programme, namely, that of dealing with the sewage matter in such a way as to render it perfectly innocuous, both during and after treatment. Freezing and heating, concentration and dilution, electrisation and magnetising, the addition of oxidisers and deoxidisers, of ferments and preventives of fermentation recommended, if not actually tried, show the want of any distinct and generally recognised principle. I have, therefore, thought it my duty to lay before the public in plain language and in a concise form the result of my experience in treating sewage and waste waters. That experience dates back to the year 1868, and except in 1870 my attention has during the whole of that time been almost exclusively directed to this question. I have worked with sewage in every quantity, from a few ounces in a beaker or a hydrometer-jar to a daily flow of ten million gallons. I have had opportunities for examining almost every known process, irrigation, filtration, aeration as well as precipitation in its many variations. The chief object, therefore, of this book is to specifically call the attention of sanitary authorities, engineers, and others interested in questions of public sanitation, to the fact that we have already accumulated a considerable stock of experience in sewage disposal in this country, and that for the future Americans, who wish to study the subject in detail, will not be obliged, as until recently was the case, to go abroad for the purpose. In making this remark we do not wish to be understood as discouraging the study of foreign precedents in sewage disposal; on the contrary, it is cheerfully conceded, inasmuch as the necessity for sewage purification first arose abroad, that consequently the foreign engineers had the opportunity to attack the problem first, and we may very properly profit by their experience. The full idea is that the conditions here are generally quite dissimilar from those obtaining abroad, and that, with most of the feasible methods of sewage purification now in successful operation, the chances are decidedly in favor of quite as much profit from studying carefully the results obtained here as can be expected from the casual examination of executed projects abroad, which, after all, are for the most part only relatively applicable. The experience at Worcester, Massachusetts, is a striking exemplification of the truth that in the end the American engineer must design works to suit his specific case. In the preliminary discussion at Worcester it was nearly universally assumed that, by reason of an identity of climatic conditions between Worcester and Danzig, the sewage irrigation fields of the latter city might be duplicated at Worcester, and results obtained quite as successful as those attending sewage farming at Danzig. Rut Mr. Allen took the ground that the climatic conditions were sufficiently dissimilar to render an extensive sewage farm at Worcester an experiment, relative to which it was impossible to predicate success from what had occurred at Danzig. Book excerpt: Excerpt from Sewerage and Sewage Disposal a d104book Since the three volumes of American Sewerage Practice were published in 1914 - 1915, the authors have been urged to prepare a single-volume abridgment of them for class use in engineering schools. The authors were reluctant to do this, because of two conditions. The first is the great variation in the time devoted to sewerage engineering in different schools. This has the result that a textbook so brief as to verge on the super ficial from the viewpoint of one class may be too detailed for another. The second condition is the fact that some of those features of sewerage engineering which in practice it 18 most important to master are apparently held by those laying out college courses to deserve little attention from students. For example, a wise estimate of the quantities of sewage and storm water to be handled is the basis of design of a sewerage system, yet the methods of preparing such estimates and actual practice in their use receive relatively little attention in college courses. Furthermore, the best arrangement of the main sewers in a sewerage plan may depend largely upon the treatment, if any, that the sewage must receive before disposal and upon the place of disposal, subjects involving a knowledge of the nature of sewage and the changes which it undergoes under natural con ditions or those involved in specific methods of treatment. Yet some college classes in sewerage engineering receive no instruo tion in sewage treatment. As the requests for a textbook continued, the authors finally decided to prepare a book giving the information which they consider it desirable for the young student to acquire before taking up work in this field. In a sense, they have felt under obligations as professional engineering specialists to do their part in smoothing the way for the first steps taken by engineering students in this branch of engineering. It has become necessary, therefore, to pay particular attention to the perfection of numerous forms of preparatory treatment, whereby higher rates are made possible in the case of intermittent sand filtration, and other subsidiary processes, there by reducing the cost of the plant by reducing the acreage required.
