Book excerpt: Excerpt from The United States Department of Agriculture: Its Structure and Functions This publication shows some effects of these problems and of the resulting authorized policies in' terms of the Department's altered structure and functions. The Department has become virtually a new institution. Responsibility for action programs has carried it far beyond research, extension, forest conservation, and market regula tion, the tasks which formerly constituted the bulk of its activities, and involved it in extensive and detailed practical collaboration with State agencies and farmers. Nevertheless, the Department has not broken with the past, or started jobs without historic roots. Its pres ent tasks are the natural outgrowth of earlier ones, and of the in creasing pressure of steadily growing agricultural wants. The Fed eral agricultural agency is a product of the same forces that have molded our agricultural system; it is the response of the Federal Government to agriculture. First in the publication is an outline of the Department's duties, which comprise five main categories: Research, planning, educa tion, action, and regulatory. Each of these tasks is discussed later. Next is a short account of the origin and evolution of the Depart ment; then a description of the present structure. In 1988 the Secreta of Agriculture made extensive changes in the organiza tion wit the object of bringing related functions together, and of facilitating local, State, and Federal cooperation. Broadly, the Secretary regrouped the various activities, established a central planning agency, and provided for final recommendations to the Secretary by an agricultural program board. This was essential because the older organization, with bureaus largely autonomous, could not cooperate efficiently in the coordinated local, State, and national planning that under present circumstances is necessary. Moreover, with each agency responsible for its own action, conflict and confusion were unavoidable. Only coordinated planning and action could produce administrative unity and bring the programs into harmony. The steps taken form the subject of the chapter entitled The Present Structure. Book excerpt: Excerpt from The United States Department of Agriculture: A Study in Administration When one contemplates that immense organization known as the United State Department of Agriculture, with its thousands of officers and employees scattered over the entire United States and its insular possessions, and, in peace times, exploring the remotest regions of the earth, it seems almost incredible that it has existed as an executive department of the first rank hardly three decades. It is true that an institution called the Department of Agriculture, under direction of an officer styled "Commissioner of Agriculture," was established by Act of May 15, 1862. However, it was not until February 9, 1889, almost exactly a century after the establishment of the Government under the Constitution, that this greatest of all American industries was given the recognition of a seat in the President's Cabinet Council. This delay in granting such recognition to so large and important a part of our industrial and social structure was not due to a lack of demand on the part of those directly interested, but rather to certain feelings or traditions in the minds of many of our legislators and other men of influence. First, there was a very prevalent opinion that the activities of the general government should be limited to what might be termed political affairs as distinct from those which had to do with domestic industry and commerce. Book excerpt: Excerpt from Laws Applicable to the United States Department of Agriculture The first edition of this work, published in 1908, supplied a need for a convenient compend of the law affecting the Department of Agriculture. Until its publication the laws applicable to this department had not been brought together. To ascertain the law on any subject affecting the department necessitated a search through the Revised Statutes, the Supplements thereto, and the Statutes at Large. The former edition of this work embraced all legislation in effect on July 1, 1907, or to and including the Fifty-ninth Congress. That edition is now obsolete in many respects by reason of subsequent enactments by Congress, including new legislation or provisions repealing or superseding earlier provisions. The present compilation collects and presents all laws affecting the Department of Agriculture, permanent or not clearly temporary in their nature, in force on August 27, 1912, including the enactments of the second session of the Sixty-second Congress. The work represents the results of a careful and painstaking examination of the Revised Statutes, the Supplements thereto, and the Statutes at Large. Provisions in various acts and riders in agricultural and other appropriation acts have been extracted and preserved. The work embraces not only provisions of law relating specifically to the Department of Agriculture and its various branches, officers, etc., but also all provisions relating to the public service in general and incidentally affecting, or applicable to, the Department of Agriculture. It was deemed convenient to classify the subject matter on this general basis, notwithstanding the fact that many sections of the work relating to the public service in general, and affecting the Department of Agriculture incidentally, treat of the same subject matter as sections of the work relating specifically to the department. The provisions of law are arranged according to subject matter under appropriate general headings. The classification of the subject matter, owing to its heterogeneous character, is necessarily arbitrary in many instances. Provisions related in subject matter have been placed in juxtaposition without regard to time or order of enactment.
