Book excerpt: "This report summarizes the review of previous granular demand forecasts for the Inuvialuit Settlement Region. A preferred methodology required for the completion of a new forecast is presented, including a list of contacts for granular demand information and a survey template. ... Under the IFA sand and gravel deposits on Inuvialuit-owned lands are managed under a system of use priorities which gives first priority to public community needs, second priority to the direct private and corporate needs of the Inuvialuit, and third priority to any project approved by an appropriate governmental agency. The public and private community needs for sand and gravel are estimated based on a twenty-year forecast of requirements. SCOPE: This report was prepared pursuant to Service Contract #A7133-06-0028 with Indian and Northern Affairs Canada. The departmental representative for this contract was Robert Gowan, Manager, Land Programs, INAC. The following outlines the scope of this project: Review briefly all previous granular demand forecasts prepared as part of the implementation of the Inuvialuit Final Agreement (IFA) and other relevant forecasts for the ISR to determine the scope and methodology used in previous forecasts. Identify, from previous forecasts and through consultation with DIAND and the Inuvialuit Land Administration, potential sources of information on granular resource requirements. Provide recommendations on a preferred methodology for obtaining the demand information needed to prepare a new granular resources demand forecast consistent with the requirements of the IFA. Prepare a survey template suitable for compiling the demand information required for the new granular resources demand forecast. Prepare a report that provides a brief summary of previous granular resources demand forecasts, identifies potential sources of information and methodology and includes an appropriate template for a new granular resources demand forecast. ... Depletion Record: The compilation of depletion records to determine volumes, classes used and the locations from which the material has been removed can be used for comparison purposes to incorporate into future forecasts. The depletion data can be requested at the same time as the demand survey information and be derived from all possible sources, irregardless of land ownership. Depletion information that is compiled should also be incorporated into the granular material supply database to update reserves" -- ASTIS (online) database.

This initiative was prompted by the increase in activity in the Mackenzie Delta area due to the proposed natural gas pipeline project and by the recent personnel changes for Inuvialuit Land Administration and Department of Indian and Northern Development. The intention was to provide new contributors to the planning process some background information and a summarization of work completed to date toward the establishment of a joint granular resource management plan. Recommendations for further work are presented with the intention to provide discussion points for the new participants of the working group in the promotion of the development of the formal plan. While all have been suggested as ways of contributing to the development of the plan, there is no presumption any or all would be implemented. The new working group, once established, will be mandated with the decision making process. ... Purpose: To develop a co-ordinated and systematic approach to granular resource management in the Inuvialuit Settlement Region through: gathering and utilizing all existing information; sharing research and project data; avoiding duplication of effort; and a commitment to joint planning, action and resource allocation -- ASTIS (online) database.

Book excerpt: "Under the terms of the Inuvialuit Final Agreement (IFA), it is the responsibility of the Inuvialuit Land Administration to monitor and manage land use activities on ILA owned lands in the Inuvialuit Settlement Region (ISR) while ensuring the continuity of access by the Inuvialuit people for quiet use and enjoyment. The Inuvialuit Settlement Region extends from the western portion of Northwest Territories, through to the northern Yukon and includes the Beaufort Sea and Mackenzie River Delta an area approximately 68 N to 80 N and ll0 W to 141 W. As part of the IFA Implementation Program, EOR Information Technologies Limited (EORIT) was contracted (Contract No. A7134-5-00l9/00l-SS) by Indian and Northern Affairs Canada (INAC) to supply the Inuvialuit Land Administration with technology and training to fulfill the following objectives: to establish and maintain an inventory of existing granular resources; to maintain a record of areas of potential granular resource development; to monitor the impact of land use activities on the environment and the potential impact on renewable and non-renewable resources (including granular resources); to maintain a record of granular resource removal applications; to perform pre-impact and post impact assessments of Inuvialuit owned lands; to maintain a geographic representation of sensitive wildlife and environmental areas. Directed by the INAC scientific authority, Bob Gowan, EORIT prepared and delivered an updated Inuvialuit Granular Resource Management System in anticipation of the unique information management requirements of Inuvialuit Settlement Region. This report concludes the development of a Granular Resource Management System for the Inuvialuit Settlement Region Land Administration and the creation of archive quality CD-ROM backup. Book excerpt: Archaeological practice is currently shifting in response to feminist, indigenous, activist, community-based, and anarchic critiques of how archaeology is practiced and how science is used to interpret the past lives of people. Inspired by the calls for a different way of doing archaeology, this volume presents a case here for a heart-centered archaeological practice. Heart-centered practice emerged in care-based disciplines, such as nursing and various forms of therapy, as a way to recognize the importance of caring for those on whom we work, and as an avenue to explore how our interactions with others impacts our own emotions and heart. Archaeologists are disciplined to separate mind and heart, a division which harkens back to the origins of western thought. The dualism between the mental and the physical is fundamental to the concept that humans can objectively study the world without being immersed in it. Scientific approaches to understanding the world assume there is an objective world to be studied and that humans must remove themselves from that world in order to find the truth. An archaeology of the heart rejects this dualism; rather, we see mind, body, heart, and spirit as inextricable. An archaeology of the heart provides a new space for thinking through an integrated, responsible, and grounded archaeology, where there is care for the living and the dead, acknowledges the need to build responsible relationships with communities, and with the archaeological record, and emphasize the role of rigor in how work and research is conducted. The contributions bring together archaeological practitioners from across the globe in different contexts to explore how heart-centered practice can impact archaeological theory, methodology, and research throughout the discipline.

In the first two chapters, they show that multi-year changes of the sea-ice extent in the Arctic Seas were formed by linear trends and long-term (climatic) cycles lasting about 10, 20 and 60 years. The structure of temporal variability of the western region (Greenland – Kara) differs significantly from the eastern region seas (Laptev and Chukchi). In the latter region, unlike the former area, relatively short-period cycles (up to 10 years) predominate. The linear trends can be related to a super-secular cycle of climatic changes over about 200 years. The most significant of these cycles, lasting 60 years, is most pronounced in the western region seas.
