In 1995, the British Columbia Ministry of Skills, Training and Labour established an advisory panel to conduct an independent review of the options for an institution at the Royal Roads site. This report presents the results of that review, outlining the panel's vision for developing such an institution. The review includes recommendations regarding such matters as the institution's affiliation, funding, admission policies, faculty, courses of study, organization, and making the transition from a military college to a post-secondary institution.
