Although the private sector is responsible for much of this system, the public sector has a vital role to play in the provision of infrastructure and the establishment of a social and legal framework within which transport can occur. For these reasons, goods movement deserves and is increasingly receiving, explicit consideration in urban transport policy and planning. Many cities around the world have conducted studies aimed at resolving urban goods movement problems and a considerable, if disparate, body of research results are available. This book brings together much of this knowledge and experience in a comprehensive source of information on urban freight, particularly from a public policy or planning viewpoint. It provides both a conceptual basis for urban goods movement analysis and detailed, practical guidelines which may be used directly by those responsible for urban freight policy and planning. The author has worked for over twenty years in this field and he draws upon his experience in Australia, the United States, Great Britain, Canada and The Philippines to produce a book which is international in scope and perspective. Book excerpt: Although our urbanized civilization requires freight transport in order to sustain it, urban freight transport is especially recognized for its unsustainable impacts. To reduce the unsustainable impacts of urban freight transport, many local governments develop policies that focus sometimes more on banning or restricting urban transport than on making it more sustainable. In the first part of this thesis we develop a framework to structure the urban freight transport field and to review urban fraight transport sustainability initiatives. The number of initiatives that is succesfully implemented in practice turns out to be quite low. In the review and the following analysis, we try to find the barriers for succesful implementation of the initiatives in practice. In the seond part we examine the impacts of the most commonly used local sustainability policies. Six time-window scenarios and their impacts on the economical, environmental and social sustainability are examined based on a multiple case study. Time-window regulations increase both the environmental and distribution costs. Retail chains are affected differently by time-window pressure and vehicle restrictions due to differences in their logical concept. based on an experiment we examine the effects of retailers' logical decisions in combination with local sustainability policies. Next, we examine the degree to which retailers are able te deal with problems caused by time-windows. Combining the primary and secondary distribution, i.e. factory gate pricing, results in more sustainable distribution operations for the retailer and in less sensivity towards time-window regulations.

Book excerpt: While research in the urban freight field has mainly focused on evaluating regulation, stakeholder preferences prior or after a policy has been implemented, or on a single type or sub-set of agents and freight policies, the core of this thesis centers on differentiating aspects of urban freight policy design. This thesis aims to uncover how a systematic evaluation of urban freight policy design for retail malls in Singapore could weave stakeholder engagement into the policy lifecycle. This work also provides a framework for assessing the impact that a wide range of urban freight solutions could have on the different system stakeholders. System design tools, including Stakeholder Value Network (SVN) analysis and tradespace exploration, were leveraged to (1) identify key architectural aspects of urban freight policy design and (2) generate multi-dimensional policy configurations. Insight from a survey administered to retail shop owners in two large malls in Singapore as well as findings from other research on stakeholder preferences and perceptions of urban freight solutions were used to evaluate the policy configurations generated from the point of view of key stakeholders. Results and findings from this framework include policy performance patterns among configurations and stakeholders, which can be further used to drive. policy decision-making and evaluate trade-offs among the system stakeholders under certain architectures. The systematic evaluation presented in this thesis revealed that according to retail shop owners, urban freight policy architectures with goods consolidation translate into higher efficiency for this group 100% of the time when compared to policy configurations without goods consolidation. Also, the results for policy efficiency as viewed by public-sector stakeholders highlighted the expense of public welfare - with average costs for incentive or subsidy-based policy architectures increasing more than three-fold compared to policies in which participation is required and two-fold compared to policies in which participation is voluntary. Future work will re-assess the urban freight policy scores with direct stakeholder participation and explore the performance of the policy architectures under different demand patterns.

Despite the extent of known negative external impacts of freight transport on air pollution, safety, and congestion, a relatively small number of cities are taking a comprehensive approach to mitigating impacts of urban freight transport through planning practices. This research acknowledges as a starting point that local freight transport should exist more harmoniously with residents in urban areas through decreasing emissions, fatalities, and congestion. I argue that public agencies should lead planning processes for sustainable urban freight transport inclusive of industry stakeholders to develop context-sensitive solutions. As the conversation of sustainable urban mobility has become more popular in the past two decades, I investigate the extent to which sustainable urban transport has permeated this conversation. This research evaluates if and how local public agencies plan for sustainable urban freight transportation in 12 international cities selected from the Atlas of Urban Expansion. A small sample size was used to develop a framework for gauging how prevalent sustainable urban freight transport planning is across cities in eight world regions. The findings of this report observe that of 12 cities, 1 city has an approved plan for sustainable urban freight transportation. The concept of sustainable urban passenger transport is much more pervasive across cities in the sample than sustainable urban freight transport. Urban freight appears to be often overlooked in many transportation planning processes. The report finds that non-governmental organizations, nonprofits, and researchers should make sustainable urban freight transport an added focus in applied research and reporting efforts related to sustainable urban mobility with partner cities or countries moving forward
