Book excerpt: Computer skills objectives have been developed for the 1986 National Assessment of Educational Progress (NAEP). These items will be administered to a large number of American students aged 9, 13, and 17 in grades 3, 7, and 11. For this first national assessment of computer skills, it was necessary to consider the existing expertise of school staff, the current curriculum, the rapidly changing nature of computer science, and educators' different definitions of computer competence. Generally, educators agree that students need an exposure to computing that enables them both to experience the power of computing and to use that power to solve significant and interesting problems. Measurement objectives involve both paper-and-pencil tests of cognitive ability, as well as the practical ability to use a computer to solve problems. Three categories of cognitive objectives include knowledge, operation, and problem solving and design. Eight applications areas include word processing, database management, laboratory instrumentation, telecommunications, graphics, music generation, spreadsheets, and models and simulations. Programming objectives involve elements of a language; structures of data and control; and program planning, design, and testing. A number of items are illustrated. Five items are also included to illustrate attitudinal objectives. (GDC)

Book excerpt: This open access book presents the assessment framework for IEA’s International Computer an Information Literacy Study (ICILS) 2018, which is designed to assess how well students are prepared for study, work and life in a digital world. The study measures international differences in students’ computer and information literacy (CIL): their ability to use computers to investigate, create, participate and communicate at home, at school, in the workplace and in the community. Participating countries also have an option for their students to complete an assessment of computational thinking (CT). The ICILS assessment framework articulates the basic structure of the study, providing a description of the field and the constructs to be measured. This book outlines the design and content of the measurement instruments, sets down the rationale for those designs, and describes how measures generated by those instruments relate to the constructs. Hypothesized relations between constructs provide the foundation for some of the analyses that follow. Above all, the framework links ICILS to other similar research, enabling the contents of this assessment framework to combine theory and practice in an explication of both the ‘what’ and the ‘how’ of ICILS.

Book excerpt: This Open Access book summarizes the key findings from the second cycle of IEA’s International Computer and Information Literacy Study (ICILS), conducted in 2018. ICILS seeks to establish how well schools around the globe are responding to the need to provide young people with the necessary digital participatory competencies. Effective use of information and communication technologies (ICT) is an imperative for successful participation in an increasingly digital world. ICILS 2018 explores international differences in students’ computer and information literacy (CIL), namely their ability to use computers to investigate, create, and communicate at home, at school, in the workplace, and in the community. Participating countries also had an option to administer an assessment of students’ computational thinking (CT), focused on their ability to recognize aspects of real-world problems appropriate for computational formulation, and to evaluate and develop algorithmic solutions to those problems, so that the solutions could be operationalized with a computer. The data collected by ICILS 2018 show how digital competencies can be assessed using instruments representing authentic contexts for ICT use, and how students’ CIL and CT skills relate to school learning experiences, out-of-school contexts, and student characteristics. Those data also show how learning technologies are used in classrooms around the world. Background questionnaires asked students about their use of ICT, and collected information from teachers, schools, and national education systems about the resourcing and teaching of CIL (and CT) within their countries. The results of ICILS 2018 will enable policymakers and education systems to develop a better understanding of the contexts and outcomes of CIL (and CT) education programs.

Book excerpt: This report contains the results of a national survey conducted by the National Assessment of Educational Progress (naep) during the 1985-86 school year. The report, which attempts to capture the interacting forces influencing computer competence among students, is presented in six chapters: (1) Overview (major findings, significance of this assessment, and importance of computer competence); (2) Assessing Computer Competence (I.E., knowledge of computer technology, computer applications, and computer programming); (3) Attitudes, Instruction, and Access (student attitudes toward computers, experience with computers, computer use in the school, and computer use outside the school); (4) Computer Competence among Subgroups (E.G., gender, race/ethnicity, parental education, public/non-public education, and community and religion); (5) Computer Coordinators (their characteristics, teaching activities, professional experience and training, and professional confidence); and (6) Implications. The major findings of this survey indicate that access to a computer at home is positively related to computer competence; students like using computers; computers are seldom used in subject areas such as reading, math, or science; males demonstrate more competence than females; racial differences exist, favoring white students over black students; computer competence is increased for students whose parents went to college, who attend non-public schools, and who live in the northeast; and many computer coordinators have minimal training in computer studies. Sample survey questions are provided in each area and the results are reported in tables and graphs as well as in narrative form. A description of the methodology of the study is appended. Readers are guided through a detailed description of the methods used in this process. The first volume was published by Springer in 2012 (Griffin, P., McGaw, B. & Care, E., Eds., Assessment and Teaching of 21st Century Skills, Dordrecht: Springer). The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks. The tasks are formulated so that reporting of student performance can guide implementation in the classroom for use in teaching and learning. How simple tasks can act as platforms for development of 21st century skills is demonstrated, with the concurrent technical infrastructure required for its support. How countries with different languages and cultures participated and contributed to the development process is described. The psychometric qualities of the online tasks developed are reported, in the context of the robustness of the automated scoring processes. Finally, technical and educational issues to be resolved in global projects of this nature are outlined.
