Book excerpt: At the operational and strategic levels, military planners use the concepts of centers of gravity and decisive points to assist them in determining the best ways for accomplishing assigned tasks. By identifying the enemy's center of gravity, the planner determines the enemy assets that must be defeated to gain victory. On the other hand, by identifying the friendly center of gravity, the planner has determined the friendly assets that must be protected to retain freedom of action to attack the enemy's center of gravity. Since it may not be possible to directly attack enemy centers of gravity, friendly forces attack formations, positions, or support structures that lead directly to the center of gravity. These are referred to as decisive points. There is a hierarchical relationship among the assigned task, center of gravity for that task, and the decisive points on the path to the center of gravity. The given task is based upon the higher authority's desired outcome and is refined by the subordinate to become the unit's mission. The unit executing the mission determines the enemy and friendly centers of gravity based upon the mission/assigned task. The center of gravity chosen must be based upon the mission and can not be a generic center of gravity. If the chosen center of gravity is not based on the assigned task, accomplishing the mission probably will not compel the enemy to the desired action and may have far greater affects than desired. For example, the enemy's government may collapse leaving a vacuum rather than that government performing the desired action. This may happen anyway but if the action taken is limited by the desired endstate it is less likely to occur. This monograph discusses the military theory of centers of gravity and its relationship to assigned tasks and decisive points. United States' joint and individual service doctrines and historical examples frame the discussion of theory.

Book excerpt: This study attempts to determine whether the theoretical concept of the culminating point is relevant today to planning and conducting campaigns or major operations. The study begins with an examination of the culminating point during the conduct of two major WWII operations in which it appears to have played a major role in the outcome of each: (1) Field Marchal Erwin Rommel's drive into Egypt in 1942 which ended at El Alamein, and (2) the combined penetration of the Russian 6th Army and Lieutenant General M.M. Popov's Tank Corps Group into the Ukraine in 1943, which precipitated the third battle of Kharkov. This is followed by an analysis of the various factors involved in the process of identifying the culminating point and a discussion of the role of the commander and his staff in this identification process. The study concludes with a discussion of the utility of this theoretical concept as part of the planning process at the operational level and its applicability to future conflicts and AirLand Battle doctrine.

This monograph undertakes a study of decisive point theory and its application to the planning and conduct of tactical combat operations. It examines the pertinent theories of Clausewitz, Jomini, Schneider, Senge and other military and civilian theorists. It couples that examination to an analysis of doctrinal warfighting tenets and principles to establish a working definition of centers of gravity, decisive points and battlefield freedom of action. It further establishes the inter-relationship of these concepts to decisive tactical actions. This study establishes the legitimate utility of considering and employing those concepts when seeking to identify points of leverage at the tactical level of war. This monograph further provides a rational methodology for identifying tactical decisive points based on discussion and analysis of the afore mentioned concepts. The fundamental battlefield problem arises from the designs of operational and tactical planners who seek, through the coherent application of spatially and temporally distributed actions, to achieve a favorable battlefield decision. These actions are arranged to provide a necessary battlefield effect which positively contributes to the higher concept and intent. The idea of positive contribution of effects is supported by an analysis of the De Puy theory of nested concepts. These desired effects establish the purpose of the tactical action.

Book excerpt: This paper examines the question whether systems theory, and the concepts of systems-shock and the center of gravity are compatible and have any utility in military planning. Currently there is a debate between systems theory proponents who argue that Clausewitz's center of gravity is obsolete and no longer has any utility in modem warfare. Others argue that not only is the concept of center of gravity still valid, it is the essence of military planning that focuses military effort. The evidence clearly shows that if the current systems-based concept of center of gravity, as defined in joint doctrine, is used, the concepts are compatible. However, if the definition is the traditional Clausewitzian concept, they are not compatible. The historical examples of the Battle of France, Operation Just Cause, and Operation Desert Storm demonstrate this. Systems theory, systems-shock and the center of gravity are not only compatible; they need each other to be of utility. Planners need systems theory, to explain the complex and adaptive nature of modem societies and militaries. They need it to correctly identify and describe centers of gravity and decisive points. Without systems theory, planners would resort to the obsolete, Clausewitzian concept of the center of gravity and attempt to identify the greatest concentration of combat power as the center of gravity. If this concentration existed it would lead to clashes of strength and costly attrition warfare that otherwise might be avoided. Clausewitzian concentrations of power however, rarely exist. Generally modem militaries and societies do not create such obvious targets. They disperse power across various systems and link or network them so they can concentrate power when needed and then rapidly disperse it for survivability. Systems theory explains this linking and networking process and how these linkages and enabling systems can become centers of gravity or decisive points. -- Abstract.
