But there is a tension between whether one should use models that fit the data but that contradict certain aspects of the underlying theory or models that fit the theory but contradict certain aspects of the data. The essays in Estimating Trade Elasticities book offer one practical approach to deal with this tension. The analysis starts with the practical implications of optimising behaviour for estimation and it follows with a re-examination of the puzzling income elasticity for US imports that three decades of studies have not resolved. The analysis then turns to the study of the role of income and prices in determining the expansion in Asian trade, a study largely neglected in fifty years of research. With the new estimates of trade elasticities, the book examines how they assist in restoring the consistency between elasticity estimates and the world trade identity.

Book excerpt: The global economy got off to a bumpy start this year, but growth in 2015 and 2016 looks to be broadly on track. Projections for developing countries in 2014 have been down downgraded by 0.5 percentage points to 4.8 percent mainly reflecting weak first quarter growth in the US due to weather and the conflict in Ukraine. Going forward growth is projected to firm to 5.3 and 5.5 percent in 2015 and 2016 supported by easy global financial conditions and rebounding exports as high-income countries continue to recover under the influence of a reduced drag from fiscal consolidation and improving labor markets. Financial conditions will eventually tighten, and when they do there is risk of further volatility. Most developing countries are in good fiscal and financial shape, but where vulnerabilities remain countries need to tighten policy to reduce the potential impact of external shocks. Overall, growth for developing countries will be solid but not strong enough to generate the income and employment gains needed to eliminate poverty by 2013. As a result, countries need to focus on structural reform in order to lift growth in and enduring and sustainable manner.

Book excerpt: There is growing interest within the climate change and development community in using seasonal forecast information to reduce the losses to agriculture resulting from climate variability, especially within food-insecure countries. However, forecast systems are expensive to establish and maintain, and therefore gauging the potential economic return to investments in forecast systems is crucial. Most studies that evaluate seasonal forecasts focus on developed countries and/or overlook agriculture’s economywide linkages. Yet forecasts may be more valuable in developing regions such as East Africa, where climate is variable and agriculture has macroeconomic importance. We use computable general equilibrium and process-based crop models to estimate the potential economywide value of national seasonal forecast systems in Kenya, Malawi, Mozambique, Tanzania, and Zambia. Stochastic seasonal simulations produce value distributions for forecasts of varying accuracy and varying levels of farm coverage. A timely and accurate forecast adopted by all farmers generates average regional income gains of US$113 million per year. Gains are much higher during extreme climate events and are generally pro-poor. The forecast value falls when forecast skill and farm coverage decline. National economic and trading structures, including the importance of agricultural exports, are found to be major determinants of forecast value. Economywide approaches are therefore needed to complement farm-level analysis when evaluating forecast systems in low-income agrarian economies.
