Book excerpt: The data gathered from disability service professionals in six different states through an on-line survey and follow up interviews was used to determine if there was a correlation between specific professional practices and the magnitude of the disparity in four-year college graduation and employment rates between individuals with visual impairments and the general population. The frequency of use of an individual professional practice that addressed technology that could be aligned with the social model disability was associated with reduced disparities in rates of employment and post-secondary graduation, as was an aggregate variable that represented the average frequency of use of professional practices that addressed concerns related to the attitudes of others; social connections; and access to the environment, print, and technology that could be aligned with the social model of disability. In addition, the professional practice that addressed environmental access concerns that could be aligned with the political model of disability was associated with reduced disparities post-secondary graduation rates and the professional practice that addressed access to print concerns that could be aligned with the social model of disability was associated with reduced disparities in rates of employment. Overall, participants cited personal professional experience as the main source of influence for initiating practices regardless of the model of disability with which each practice could be aligned. At the same time, participant responses suggested that those practices that could be aligned with the medical model were more likely to be known to the participant and originate from personal professional experiences than practices that aligned with the social model and the political model. The results from this study suggested that of the external influences, laws and regulations may have been the most influential in initiating practices that could be aligned with the social model of disability and subsequently associated with positive educational and employment outcomes. The data generated through the interviews reinforced the survey findings but also revealed pragmatic perspectives on disability that informed practice, including the use of multiple models of disability at the same time in response to individual situations.

Book excerpt: The narrative inquiry research study proposal presented the problem: If the transition of students with disabilities into adulthood is deemed to be important to the educational system and to society, then follow-up studies of these students are essential to assessing their success. Using an interview guide adapted from the National Center on Secondary Education and Transition, special education students and their parents who graduated from a Northern Idaho high school were interviewed. Employment, services needed and received, and quality of life indicators of these students were discussed in descriptive form. Literature review revealed that legislation has mandated that transition planning for special education students be implemented. Success for students after high school graduation is questionable, and many factors determine their success. The study found that students with disabilities were presented with many challenges. The study found that there were many factors that influenced their success in transitioning into adult living. The remediation they received in the special education classroom, as well as the special education support they received in the general education setting was helpful in helping the students to compensate and remediate their areas of disabilities. Vocational classes and job shadowing helped them to explore different careers and interests, and helped develop the students' self-esteem. Individual teachers who expressed interest in them and gave the students help and support were recognized by the participants as an influential part of their transition. The Individual Education Plan and transition plan helped the student, parent(s) and school work together as a team toward the common good of the student. Community and state resources were accessed and utilized by participants once they graduated from high school.

Book excerpt: Students with disabilities are attending higher education institutes at an increasing rate due to the programs and retention practices developed in k-12 classrooms. A concern for community colleges is the student’s ability to transition into the workforce after graduation. A high percentage of students with disabilities are unemployed. It is essential to study factors that can contribute to a student’s ability or inability to successfully transition into employment after matriculation. Self-efficacy has been associated with academic success and could be a determinate for employment status. The purpose of this study was to determine if self-efficacy levels differ between students with and without disabilities who do or do not participate in work-based learning. Work-based learning is a program-specific internship experience designed to develop students’ hard and soft skills, job awareness, and professional network. The causal-comparative study determined the effect of work-based learning and disability status on students’ self-efficacy. Self-efficacy was measured using the General Self-Efficacy Scale. The data was collected from 14 North Carolina community colleges using convenience sampling. The data was analyzed using a two-way analysis of variance (ANOVA). The two-way ANOVA yielded no statistical significance between self-efficacy scores between students with and without disabilities who did or did not participate in work-based learning. The difference between self-efficacy scores in students with and without disabilities was statistically significant and therefore support previous research studies’ assertations. Future studies should compare students’ self-efficacy scores over a semester to determine if there is a positive or negative change.

This is a pressing question for Latin America and the Caribbean (LAC)--and the developing world more broadly--as countries seek to build human capital to drive sustainable growth. Significant progress in access has expanded coverage such that nearly all children in the region attend primary school, but many do not gain basic skills and drop out before completing secondary school, in part due to low-quality service delivery. The preponderance of evidence shows that it is learning--and not schooling in and of itself--that contributes to individual earnings, economic growth, and reduced inequality. For LAC in particular, low levels of human capital are a critical factor in explaining the region’s relatively weak growth performance over the last half century. The easily measurable inputs are well-known, and the end goal is relatively clear, but raising student achievement at scale remains a challenge. Why? Part of the answer lies in management--the managers, structures, and practices that guide how inputs into the education system are translated into outputs, and ultimately outcomes. While management is often mentioned as an important factor in education policy discussions, relatively little quantitative research has been done to define and measure it. And even less has been done to unpack how and how much management matters for education quality. This study presents new conceptual and empirical contributions that can be synthesized in four key messages: 1. Student learning is unlikely to improve at scale without better management. 2. Management quality can be measured and should be measured as a catalyst for improvement. 3. Management affects how well every level of an education system functions, from individual schools to central technical units, and how well they work together. 4. Several pathways to strengthening management are open to LAC countries now, with the potential for significant results. The study elaborates on each of these messages, synthesizing recent data and research and presenting the results of several new research initiatives from across the region.

The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
