Book excerpt: On May 18, 2006, the United States proposed a draft Fissile Material Cutoff Treaty (FMCT) at the Conference on Disarmament (CD) in Geneva. The U.S. draft treaty, would enter into force with only the five established nuclear weapon states. It would ban new production of plutonium and highly enriched uranium for use in nuclear weapons for 15 years; could be extended only by consensus of the parties; would allow high-enriched uranium production for naval fuel; and contains no provisions for verification other than national technical means. The next step is for the CD to adopt a negotiating mandate, the prospects for which appear uncertain, given continued linkage by some states of FMCT negotiations with other disarmament talks. The CD meets again from July 31 to September 15. This report will be updated as necessary.

Book excerpt: This thesis examines the problems that United States Navy nuclear propulsion programs might encounter if the United States agreed to sign a version of the proposed Fissile Material Cut-off Treaty (FMCT) affecting the production of nuclear reactor fuel. The ultimate purpose of the FMCT is to contribute to the fulfillment of the goal of nuclear disarmament by terminating the production of plutonium and highly enriched uranium for weapon purposes. This thesis explores the potential impact of an FMCT on the U.S. Navy's nuclear propulsion systems. It also examines other options that might be available to the United States Navy to proceed with its nuclear propulsion programs (such as using low-enriched uranium as reactor fuel) as well as to maintain the security of its propulsion reactor designs.

Book excerpt: Since the emergence of nuclear weapons (NWs) on the global scene, many scholars and experts have attempted to seek answer to the question of what motivates a state to build NWs. Although the number of states with NWs today is not as high as it was initially estimated yet it seems that there is a constant struggle going on between nuclear weapons states (NWSs) and non-nuclear weapon states (NNWSs). NWSs are strongly following the notion of stopping the spread of NWSs to other states and are making efforts to convince NNWSs to get rid of their attempts to obtain the nuclear technology. The negotiation on Fissile Material Cut off Treaty (FMCT) is such an effort. However, a number of NNWSs have adopted the path of nuclearization despite all obstacles. Pakistan, as a de-facto NWS, has particular issues with FMCT which are explored in detail throughout this book. These concerns briefly relate Pakistan's classical standing regarding India as the arch rival in the South Asia region that compels Pakistan to get engaged in arms race. So, book provides an analysis of challenges and options available to Pakistan.

Book excerpt: The renewed momentum behind international efforts to negotiate a fissile material cut-off treaty (FMCT) has focused attention on how the proposed ban on the production of fissile material will be verified: what type of organization should be given this responsibility and what technical expertise will it require? The International Atomic Energy Agency (IAEA) is often identified as the obvious choice for this role, given its long experience in implementing nuclear safeguards agreements. Many of the tools and procedures developed by the IAEA for safeguards purposes could be directly applied to verifying a future FMCT. However, without changes to its existing safeguards mandate and practices, the IAEA would be hindered in verifying treaty compliance in the nuclear weapon-possessing states. This Policy Paper proposes an alternative arrangement that, while taking advantage of the IAEA's experience and expertise, creates a verification body tailored specifically for an FMCT with the requisite legal mandate and technical capabilities.
