This transition to implementation introduces a number of challenging questions: What is the baseline of student performance on the Common Core State Standards, and what reasonable expectations should individuals hold for students moving forward? What does student college and career readiness look like today through the lens of the Standards? This report offers a first look at student performance relative to the Common Core State Standards and college and career readiness. This report establishes a baseline of performance on the Standards by using a sample comprising a quarter-million typical high school students, and then discusses how states, districts, and schools can support the implementation of the Common Core State Standards going forward. The period between Common Core adoption and Common Core implementation offers an important opportunity to evaluate and reframe education policy and practice at all levels. This report hopes to provide information that stakeholders can use to understand the current state of college and career readiness of students and to begin implementing programs and policies that best support the Common Core. Book excerpt: This study provides a first look at how student college- and career-readiness have progressed in the early years of the Common Core State Standards (CCSS) implementation. It is motivated by concern that changes triggered by the standards transition might be disruptive to student learning in the short run, even when those changes may become beneficial once fully implemented. Using longitudinal administrative data from Kentucky, an early adopter of the CCSS, we followed three cohorts of students from the end of the 8th grade to the end of the 11th grade and found that students exposed to the CCSS--including students in both high- and low-poverty schools--made faster progress in learning than similar students who were not exposed to the standards. Although it is not conclusive whether cross-cohort improvement was entirely attributable to the standards reform, we found that students made large gains in proficiency in the years immediately before and after the transition. Additionally, we found student performance in subjects that adopted CCSS-aligned curriculum framework experienced larger, more immediate improvement than student performance in subjects that carried over last-generation curriculum framework.

As of June 2012, 45 states and the District of Columbia have adopted the Standards. ACT is pleased to have played a leading role in the development of the Standards. Not only did the initiative draw on its longitudinal research identifying the knowledge and skills essential for success in postsecondary education and workforce training, but its College Readiness Standards[TM] were also among the resources used in the creation of the Common Core State Standards (CCSS). In "A First Look at the Common Core and College and Career Readiness (ACT 2010)," ACT recognized that the goal of college and career readiness (CCR) changes expectations by setting higher standards for all students to meet as they leave high school. Among ACT-tested high school graduates of 2011, only one in four met all four College Readiness Benchmarks (ACT 2011). While the national CCR rates suggest significant room for improvement, there are high schools across the country where students are advancing more quickly toward CCR. As educators work to improve and prepare for implementation of the CCSS, it is worthwhile to examine the high schools where students are progressing toward CCR at atypically fast rates. What is it about these schools that educators perceive contributes most to their students' growth? Are the school qualities that are deemed most important different for school administrators and teachers? What are educators' general perceptions of the value of the CCSS? This study addressed these questions by surveying educators at high schools across the country that have demonstrated strong progress toward CCR. Book excerpt: The early years of the implementation of the Common Core State Standards (CCSS) in California were complicated by the Great Recession as well as by a significant devolution of finance and programmatic control to the local level through the Local Control Funding Formula. The state charted a steady course and took a systematic approach to CCSS implementation, making policy changes in such areas as assessment and accountability to create a framework that supported the standards. Postsecondary systems also made policy shifts to align with the CCSS. This research outlines policymakers' and educators' hopes for how the CCSS can support improvements in students' college and career readiness, and it provides early evidence about both similarities and disconnects between those expectations and implementation activities in high schools and districts. Policymakers and educators are optimistic about the potential of the CCSS to improve college and career readiness, yet there is initiative fatigue, confusion about how to integrate the many college and career readiness-focused reform efforts underway in California, and a lack of clear guidance about how to implement the CCSS. Interviewed high school educators expressed a desire for more clarity about such issues as: (1) the expectations of the state's postsecondary systems for their various degree and certificate programs; (2) how to connect those expectations to teaching and learning in high schools; and (3) instructional strategies that will support the intent of the CCSS with regard to college and career readiness. The report outlines key findings regarding state education leaders' expectations compared with educators' experiences with CCSS implementation. The report also offers a series of policy recommendations, intended to serve as a bridge between where the state is today and all of the interconnected activities that will likely be needed to substantially improve students' college and career readiness through the CCSS. The recommendations acknowledge that the state is in a new era of local control and that policymakers are still determining which policy levers are effective and appropriate in that environment.
