Providing zero-carbon power to homes and businesses across the EU will require an open market in electricity, underpinned by both upgraded and new transnational transmission networks. Building this network in time to meet the 2050 challenge will require action now. 'Supergrid' is a European project that will not only integrate the energy markets, but will further contribute to the EU's integration process. Moreover, a European Supergrid will allow Europe to transform its present energy system - still mainly based on fossil fuels - to one that is sustainable, since it will not only be able to optimize all generation (energy mixes) of the Member States, but will integrate all renewable energy sources that Europe wishes to exploit. By doing so, Europe increases its security of supply while diminishing its external dependency, creates new skilled employment opportunities, and gives greater impulse to the new technologies where European companies are currently world leaders. This book will show that the above could be implemented today if there was the political will do so, followed by the implementation of the necessary regulatory instruments. The book will lead readers through the period when the idea of a European Supergrid was just a vision, to the reality of the technological developments that make it possible to have such a transformed energy system in the near future. Europe can afford a transformed energy system. Investing in all these new technologies that can limit global warming to 2 degree C has, of course, a cost, but the cost of doing nothing would be much higher - and not only in terms of money. Book excerpt: The Energy and Climate Change Committee report that connecting the UK's electricity system with neighbouring countries via a new European 'supergrid' would allow the National Grid to balance supply and demand more effectively. This will become increasingly necessary as polluting yet flexible fossil fuel generation is phased out, in favour of clean but intermittent sources of renewable energy. The cost of developing such a supergrid could be very high, but it may bring a host of economic benefits - including tens of thousands of new jobs in the offshore renewable industry - and could allow the UK to become a net exporter of energy. It would also deliver a 25% capital cost saving on connecting each new offshore wind or marine energy farm compared to connecting each site individually. Between 80 and 280 wind farms are likely to be constructed in the North Sea in the next twenty years. The cost and size of these new assets would be prohibitive if single connections to the shore were made, according to the report. But the Committee also suggests that offshore connections are developing in a haphazard way and need more coordination from Government if it is to achieve its ambitious plans for offshore wind. The Government should adopt the advice of the Committee on Climate Change and provide certainty to investors by making a firm commitment to support offshore wind and marine generation through the 2020s in order to create the confidence necessary for anticipatory investment from the private sector.

It would result in a catastrophic failure of communications and of many services on which the country now heavily dependents. It would have an impact on the country's economy and on public safety to a much greater extent than even a decade ago. It would take an improbable concatenation of events to put the lights out nationally. National Grid has tools at its disposal to increase capacity or reduce demand, and the Committee are confident that it has the ability to maintain national electricity supply. The National Grid procured extra capacity to raise the capacity margin from 4.1% to 6.1% this winter and guard against a potential shortage of electricity. It is a matter for concern, however, that this extra capacity was put in place at short notice, at considerable cost, and in a way which conflicts with the decarbonisation agenda. The electricity market is now a managed market. The pursuit of decarbonisation makes a free market in electricity supply impossible while low-carbon sources of power are more costly than high-carbon ones. The Committee do not think that the Government has sufficiently informed the public that, with the present and foreseeable state of technology, it is not possible for the electricity supply to be low-cost, resilient and low-carbon all at the same time
