The complex intersection between security and development policies has not been adequately mapped or explored. Frail and failing states that lack sound market and security institutions are the weak links in an interconnected global system. Yet aid allocation principles discourage engagement with these "difficult partners," and the insular culture of development assistance hinders interaction with the security community. In a world beset by "problems without passport" (infectious diseases, environmental pollution, international crime, conflict spillovers, terrorism, etc.), a new paradigm should supplant the now obsolete development consensus.The authors took stock of current development practices through the prism of Sweden's Shared Responsibility bill, which addresses peace, security, opportunity, environmental conservation, human rights, and democracy. The resulting volume draws the implications of emerging threats to global peace and prosperity for development policy and practice. It seeks to build bridges of understanding between the development community and the security establishment by bringing together lessons of experience currently scattered in the literature. Although rich in human and geographic diversity, Africa has fallen behind the rest of the world in its economic development, adversely impacting African aspirations. This paper explains why economic development and good governance need to be the basis of security and stability in Africa, and why both should be a main focus for U. S. military engagement on the continent. Written as a primer for military and government staff members who may be unfamiliar with Africa but are assigned duties that involve participation in African affairs, this paper explains the historic and modern importance of Africa to American national interests. It then lays a foundation as to how and why the U.S. government, and especially the military, might become involved in improving African economic development and political governance in order to attain security and stability. To better understand the circumstances in Africa, this paper describes and analyzes its economic and political conditions in terms of economic, social, and demographic measures revealing why, as a region, Africa lags the world in economic and human development. The reasons for slow development are examined through Africa's main economic activities, which give insight to its current conditions and ways to improve economic development and governance. With these insights provided as background, the paper then reviews current U.S. military engagement with African nations and its effectiveness. It then argues that military-led nation assistance and peace building operations are not as good an option for improved African development as the more appropriate approach of military-support to an interagency-led operation under a better resourced U.S. Agency for International Development, which would more effectively assist Africa with achieving stability and security.

Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

Capacity innovation is the key to Africa's transformation: with the appropriate catalysts, innovation and transformation are but a matter of time in gestation. The first of two major catalysts necessary to prompting this change so long sought by Africans came at the adoption of the New Partnership for Africa's Development. It is one of the most profound collaborations of African Heads of State. The second catalyst is proposed in this work in the form of the multinational corporation as change agent for the innovation process working in alliance with NEPAD as Africa's spokesperson for innovation. The policy framework for African capacity innovation is the material product along with discourse for redress of corruption and security policy narrative for protecting the assets of multinational corporations.Bringing Forth Prosperity: Capacity Innovation in Africa questions capital theory as a development construct and an appropriate platform upon which sustained capacity innovation in Africa may emerge; explores Africa's road to modernity in the context of selected development constructs and assesses capacity innovation from a top down-bottom up perspective purposely to serve as backdrop to the Africa-MNC strategic alliance framework; constructs country capacity ID to identify internal resources available to African countries to support capacity innovation; conceptualizes the Africa-MNC strategic alliance to convey a capacity innovation philosophy; articulates an African capacity innovation policy framework to guide the Alliance through a series of actions designed to prompt innovation activity and set the continent on a course to sustained transformation; and articulates a scheme to protect assets -human and physical- derived through the Africa-MNC strategic alliance.

Book excerpt: Institutional capacity-building (ICB) efforts have been shown to be critically important to achieving U.S. security objectives in Africa, yet the role that ICB plays in gaining access and influence remains poorly understood. This topic has taken on new importance now that the United States is emphasizing the threats posed by strategic competition, particularly with China, over those posed by terrorism. Can ICB programs improve security governance while simultaneously advancing the United States' influence in Africa? Drawing on past research, interviews with stakeholders in ICB programs, and assessment of ICB efforts in four African countries, the authors examine U.S. ICB programs for the security sectors of African partner governments and their potential role in strategic competition. They outline a framework for understanding the relationships between ICB and efforts to gain influence among U.S. partner nations. Finally, they provide recommendations on how U.S. policy can better integrate governance and strategic competition objectives in Africa, emphasizing the need to prioritize resilience in partners' security sectors, to build relationships through long-term commitments, and to subordinate the transfer of specific military resources to an overarching strategy that emphasizes the first two.
