Book excerpt: In recent years, Air Force senior Leadership has become concerned with the use of the conventional design-bid-construct acquisition process for Military Construction Program (MILCON) projects. The process is slow and often very expensive. In an effort to improve the MILCON process, the Air Force has been testing the design/build acquisition method. This case study examines the design/build method used by three private sector contracting firms, and looks at the results of the application of the design/build method to two Air Force MILCON projects. The research objectives were to study the steps involved in the design/build methods used in the private sector and compare them to the method used by the Air Force and to determine if the method was effective if reducing the time and costs required for MILCON projects. The results showed that the design/build method used by private sector firms is effective in reducing the time required to construct a facility. However, the cost of constructing a facility using design/build can actually be higher than if it were built using the conventional method.

Book excerpt: Masters Theses in the Pure and Applied Sciences was first conceived, published, and disseminated by the Center for Information and Numerical Data Analysis and Synthesis (CINDAS)* at Purdue University in 1957, starting its coverage of theses with the academic year 1955. Beginning with Volume 13, the printing and dis semination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this jOint undertaking we had concluded that it was in the interest of all concerned if the printing and distribution of the volumes were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 40 (thesis year 1995) a total of 10,746 thesis titles from 19 Canadian and 144 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this impor tant annual reference work. While Volume 40 reports theses submitted in 1995, on occasion, certain uni versities do report theses submitted in previous years but not reported at the time.

The United States Corp of Engineers (USACE) has started implementing its own version of Design Build with the introduction of Military Transformation in April 2005. Per the Department of the Army (2008) Military Transformation is a term employed by the Corps to implement the use of alternate project delivery method as a means of achieving best value. The United States Air Force (AF) and the Air Force Reserve Command (AFRC) are expected to establish a target of 75% of all future Military Construction Projects (MILCONs) executed when using the Design Build method. The use of this delivery method results in significant changes to the relationships between the various parties associated with facility project delivery compared to the traditional Design Bid Build method. AFRC construction project procedures and requirements must also change.

Book excerpt: In 1990, the U.S. Air Force initiated a phase in the Military Construction Process known as Project Definition. The intention of the Air Force in initiating this phase was twofold: first, to improve customer satisfaction with the facility provided, and second, to reduce design changes throughout the construction project. The purpose of this research is to investigate the effect the Project Definition phase has in producing a successful project Design Phase. For data collection, project participants on twenty-five Air Force Center for Environmental Excellence projects were surveyed. From the data collected, the Project Definition efforts were rated and compared to the subsequent success of the design efforts. Trends among the twenty-five projects were analyzed and conclusions and recommendations are given. Book excerpt: A wide range of U.S. Air Force construction projects completed in the continental United States were evaluated to (1) measure the effectiveness of factors impacting the construction process, (2) measure the key indicators of project success, and (3) determine the relationship-between these input factors and indicators of success. Input factors and measures of success were developed from previous research and applied to the military construction environment. The four key measures proposed to indicate project success included: (1) project quality and performance, (2) cost variability, (3) schedule performance, and (4) safety. The factors assumed to most significantly impact success were: (1) design basis, (2) qualified key leaders, (3) compatible objectives, (4) well defined responsibilities, (5) control systems, and (6) project environment.
