Sometimes we’re following another traveler. Sometimes we’re resting. Sometimes the laughter of our group is so cacophonous that we forget how tired our feet are. Sometimes we’re so far ahead or behind that we can’t even see each other anymore. But we’re not alone. We are each other’s navigational stars. Montessori’s words, across generations, guide us. Our own words, whispered in each other’s ears or passed in notes or published in books, they give us guidance, too. They remind us on the hardest days that we’re not alone. We are not alone. We share certain tendencies, certain traits, common among humanity, common across decades. We are working in common toward a perfection we may never individually see. But we’re on the path. And we’re not alone.

Notions of ‘entitlement’ and ‘rights’ in means-tested benefit schemes are examined in relation to those claimants, including unsupported mothers and the so-called ‘voluntary unemployed’, who present particular difficulties to those administering the scheme. For many who claim supplementary benefit their only need is prompt, efficient financial service. For a few, their financial need is inextricably bound up with complex social and psychological difficulties. For such cases, the civil servants who administer the British Supplementary Benefits scheme need skill beyond that normally expected of such persons and their relationship with the social workers who are, or should be, in touch with such claimants becomes crucial. The book considers some of the underlying ethical issues, in particular the tension between equitable and individualised justice, involved in the exercise of discretion. It describes the structure and organisation of the Supplementary Benefits scheme and analyses the roles of officials that bear on welfare. It also examines the current situation with regard to the selection and training of officials and discusses the attitudes of social workers to officials. This work, drawing on the unique experience of the author as the first Social Work Adviser to the Supplementary Benefits Commission, was the first study of its kind to be published in this country and would be of great value to all students and teachers of social work at the time as well as to a wide readership of social scientists.

The consequences, and possible remedies, of this double disjunction of politics and state and of state and constitution form the centre of an open debate about 'constitutionalism beyond the state'. The essays gathered in this collection explore the range of issues raised by this debate. The effects of recent changes on two of the main building blocks of constitutionalism - statehood and democracy - are examined in Parts I and II. Since the movement of overcoming statehood has, arguably, been advanced furthest in the European context, the question of the future of constitutionalist ideas in the framework of the EU provides the key theme of Part III. The remaining parts consider possible transformations or substitutes. The engagement of constitutions with international law offers one line of transmutation of constitutionalism (Part IV) and the diffusion of constitutionalism into separate social spheres provides an alternative way of pursuing constitutionalism in a new key (Part VI). Finally, the ability of the theory of global administrative law (examined in Part V) to offer an alternative account of the potential of jurisdictional control of global governing processes is examined. Through these explorations, the book offers cross-disciplinary insights into the impact of recent political and economic changes on modern constitutionalism and an assessment of the prospects for constitutionalism in a transnational environment.
