Book excerpt: From 10 January 1979 to 4 April 1979 Michel Foucault delivered his annual public lecture at the College De France, Paris titled: 'The Birth of Biopolitics' which did not deal with Biopolitics and its Birth. Foucault in this 1979 public lecture delivered a deconstruction of the North Atlantic discourse of liberalism/neo-liberalism. Foucault's deconstruction presented the key, basic, strategic concepts of the discourse and its discursive agents thereby revealing the worldview of the discourse, its strategic agenda and its concepts of governmentality to realise its hegemony over the social order. This work is a deconstruction of Foucault's discourse of liberalism/neo-liberalism towards articulating: the order of power of North Atlantic neo-liberalism in the 21st Century since the financial meltdown of 2008 and articulating the order of power of the colonial/neo-colonial order of power of the English speaking Caribbean in the 21st Century. The salient reality that has emerged from this exercise is the replication of the colonial/neo-colonial order of power in the North Atlantic under the hegemony of neo-liberal discourse especially since the financial meltdown of 2008 to 2021. With the increasing ubiquity of markets, the break up of centralized states and the dissolution of national boundaries, together with new scientific and political discourses on biological life, the world of today seems far removed from the bounded, disciplinary societies Foucault described in his most famous books. Yet in recent years, it has become apparent that Foucault’s thoughts on modern society have not been exhausted, and, indeed, that much remains to be explored. In the decades following his death, neoliberalism has triumphed and attacks on social rights have become increasingly bold. If Foucault was not a direct witness of these years, his work on neoliberalism is nonetheless prescient: the question of liberalism occupies an important place in his last works. Since his death, Foucault's conceptual apparatus has acquired a central, even dominant position for a substantial segment of the world's intellectual left. However, as the contributions to this volume demonstrate, Foucault's attitude towards neoliberalism was at least equivocal. Far from leading an intellectual struggle against free market orthodoxy, Foucault seems in many ways to endorse it. How is one to understand his radical critique of the welfare state, understood as an instrument of biopower? Or his support for the pandering anti-Marxism of the so-called new philosophers? Is it possible that Foucault was seduced by neoliberalism? This question is not merely of biographical interest: it forces us to confront more generally the mutations of the left since May 1968, the disillusionment of the years that followed and the profound transformations in the French intellectual field over the past thirty years. To understand the 1980s and the neoliberal triumph is to explore the most ambiguous corners of the intellectual left through one of its most important figures.

Critique thinks the identity of its historical present on the basis of what escapes this identity. It participates in these escapes by exploring how they challenge the concepts of extant critical discourse and illuminate the existing order of things in their contingent historicality. As the limits of a historical present involve the rules of discourse, the forms of power relations, and the production of subjectivities, critical thought must ally itself with that which undoes existing subjectivities by struggling with and against the limits of the present. Thus critique is an ethical and political practice of desubjecting the critic themselves. I explore this notion of critique by focusing on three pivotal moments in Foucault's trajectory: his critique of anthropology in his earlier "archaeological" period, his turn to "genealogy" and the "politics of truth," and his study of neoliberalism and subsequent turn to ethics and "subjectivation." In the first, I identify how critique as a unity of the history of the present and desubjection emerges in relation to its object, namely, "man" as the subject and object of anthropological discourse starting in the late 19th century. As the conditions of man-the being of language for Foucault-are fundamentally groundless, critique must take up this groundlessness and pursue the negation of man. In the second pivotal moment, I identify how Foucault's turn to the politics of truth understands the negation of man to be hindered by the practices of power that have produced man as a form of knowledge within various strategies of subjection. Finally, I explore Foucault's conception of neoliberalism as a test of critique inasmuch as it founds subjection on the economic freedom of market subjects. I conclude by exploring insurrectionary communism and cynical destitution as Foucaultian hypotheses for critiquing neoliberalism in practice.

An extensive revision of the text of 2004 was now necessary which focuses on the the nature of hallucinatory whiteness that afflicts non-white peoples under the hegemony of massa white world order of power, thereby rendering them incapable of liberating themselves at the level of the idea. The need now was to uncover hallucinatory whiteness as it constitutes human action and how the nature of this action is the product of hallucinatory whiteness hence it reinforces white hegemony over the non-white person at the level of the idea. To this end a deconstruction of the writings of Toussaint L'Ouverture of the Haitian Revolution, George Jackson of the African Revolution of Amerikkka and skin bleaching in the Caribbean in the 21st century are presented as case studies illustrating potently the debilitating power hallucinatory whiteness wields over the mind of non-white persons who insist they are champions of liberation, which drives the resilience of massa hegemony over non white peoples of the world.

Book excerpt: This book offers an original analysis and theorization of the biopolitics of development in the postcolonial present, and draws significantly from the later works of Michel Foucault on biopolitics. Foucault’s works have had a massive influence on postcolonial literatures, particularly in political science and international relations, and several authors of this book have themselves made significant contributions to that influence. While Foucault’s thought has been inspirational for understanding colonial biopolitics as well as governmental rationalities concerned with development, his works have too often failed to inspire studies of political subjectivity. Instead, they have been used to stoke the myth of the inevitability of the decline of collective political subjects, often describing an increasingly limited horizon of political possibilities, and provoking a disenchantment with the political itself in postcolonial works and studies. Working against the grain of current Foucauldian scholarship, this book underlines the importance of Foucault’s work for the capacity to recognize how this degraded view of political subjectivity came about, particularly within the framework of the discourses and politics of ‘development’, and with particular attention to the predicaments of postcolonial peoples. It explores how we can use Foucault’s ideas to recover the vital capacity to think and act politically at a time when fundamentally human capacities to think, know and to act purposively in the world are being pathologized as expressions of the hubris and ‘underdevelopment’ of postcolonial peoples. Why and how it is that life in postcolonial settings has been depoliticized to such dramatic effect? The immediacy of these themes will be obvious to anyone living in the South of the world. But within the academy they remain heavily under-addressed. In thinking about what it means to read Michel Foucault today, this book tackles some significant questions and problems: Not simply that of how to explain the ways in which postcolonial regimes of governance have achieved the debasements of political subjectivity they have; nor that of how we might better equip them with the means to suborn the life of postcolonial peoples more fully; but that of how such peoples, in their subjection to governance, can and do resist, subvert, escape and defy the imposition of modes of governance which seek to remove their lives of those very capacities for resistance, subversion, flight, and defiance.
