Book excerpt: Managing the existing bridge infrastructure has become a major social and economic concern in North America. This is due to the critical conditions of the deteriorated bridges and the limited funds available to repair their deficiencies. Most transportation agencies make bridge investment decisions based on a combination of some form of quantitative data analysis and the subjective judgments of decision and policy makers. The subjective nature of the decision making process easily raises questions about whether the investment decisions are being developed in a fair, equitable and systematic manner. This dissertation presents a decision support methodology developed for the rehabilitation management of concrete bridges in general, and for bridge decks in particular. A probabilistic bridge condition assessment method is developed. This method is consistent with the current practice in bridge inspection and the Markovian approach to model deterioration. A means to rank bridge projects is presented, which makes use of a hierarchy structure to represent the problem and rank the different bridge projects using the Multi Attribute Utility Theory (MAUT). A method to evaluate the available rehabilitation strategies is discussed. This method uses a modified Analytic Hierarchy Process (AHP) and the Monte Carlo simulation technique to evaluate the weights for the different rehabilitation strategies available for each project. A decision making technique to select a recommended work program that maximizes benefits to the network and to the users is developed. The developed methodology has the potential to be extended to other bridge components and to be the foundation for a comprehensive bridge management system. The significant features of this methodology can be summarized as follows: (1) It is consistent with the current practice in bridge management condition assessment and deterioration modeling. (2) It employs a multiple-criteria decision making process; (3) it has the flexibility to allow engineers to utilize their experience and judgment in the decision making process; and (4) It combines the network and the project levels of the bridge management process and performs effectively within a limited budget.

Book excerpt: Bridges are vital elements of the civil infrastructure system in terms of mobility, environment, economy, and development of communities. Maintaining bridges at sufficient functional and safety levels is an important mandate to ministries of transportation. The 2016 Canada infrastructure report card alarmed that more than 26% of bridges in Canada have deteriorated and the bridges are mostly rated as fair, poor or very poor (CIRC 2016). In the United States, the report card on America's infrastructure assigned grade "C+" to bridge infrastructure (ASCE 2017). Hence, developing rational decision support methods that can assist in managing the vast bridge infrastructure is of paramount importance. This research aimed toward developing a decision support methodology for concrete bridges capable for optimizing the Maintenance, Repair and Replacement (MRR) actions under Performance-Based Contracting (PBC) arrangement through implementing the following steps: i) develop an integrated condition assessment and rating model, ii) develop a forecasting model to assess bridge condition reliability and predict future deteriorations/improvements, iii) develop short- and long-term optimized rehabilitation plans, and iv) design a PBC-based framework for rehabilitation decisions. Upon studying bridge inspection standards and current practices, the research introduces the Quality Function Deployment (QFD) theory and Weibull Distribution Function (WDF) to produce novel methods to rate the current bridge conditions and forecast future performance. These methods integrate data extracted from visual inspection and Ground Penetrating Radar (GPR) surveys. The k-means clustering technique is utilized to develop a rating index that recommends suitable MRR actions based on an integrated condition rating. The Genetic Algorithm (GA) optimization technique is applied to select the best combinations of rehabilitation strategies under the PBC scheme. The integrated rating along with the GA optimization ultimately develop a recommended work program that considers the identified performance triggers and budget constraints. The research contributes a novel PBC-based decision support framework to the area of bridge management that enhances efficiency in implementing MRR strategies while maintaining the delicate balance between the different stakeholders' requirements and goals. The developed methodology is implemented and tested on data extracted from bridge inspection reports and GPR scans, mainly on bridges in Quebec, Canada. Ministries of transportation can benefit from the condition rating and deterioration modeling to assess their bridges' condition and to interfere and do a rehabilitation action before reaching the end of useful service life. The GA-based model provides the maintenance contractors with optimized interventions plans that specify what type of MRR actions to do and when. Further, it assists the ministries to set the budget for such projects. The PBC framework is expected to assist both the transportation agencies and maintenance contractors in arriving at a fair contract value while maintaining the desired bridge performance.

This paper provides a systematic literature review on the use of multi-criteria decision making techniques used so far for the sustainable design of bridges. Special attention is put as well on how the reviewed studies assess the sustainable performance of bridge designs along their life cycle from the economic, the environmental and the social perspective. Although SAW and AHP are recurrently used in the sustainable assessment of bridges, the analysis of the most recent articles show that the application of TOPSIS and PROMETHEE techniques are gaining increasing relevance for such purpose. Most of the studies focus on the research of the construction and the maintenance stage of bridges. However, a need for further analysis is identified when it comes to the assessment of the impacts resulting from the End of Life cycle stage of bridges from a sustainable point of view. The use of intuitionistic and neutrosophic logic have been detected as emerging alternatives to the fuzzy approach of decision making problems.

There are currently no such nationally applicable decision-making guidelines, but there are a variety of state and local processes and policies for managing historic bridges. Book excerpt: This report presents a database of case histories of incidents due to impact, fire and scour for sixteen bridges in Wisconsin. It is intended to expand and use such case history and other relevant data in a future study to develop a decision support system. Such decision support system can aid bridge engineers take appropriate actions when rapid response is required in emergency cases such as major bridge damage or failure. The case history information presented here was assembled using available archived data from various DOT offices and through interviews with various active and retired staff of the WisDOT Districts and the City of Milwaukee. Each case history document includes information regarding any associated event, remediation, and past repair and maintenance. Essential structural and geometric data is also included with each case history document. As a part of this study, incident response procedures for WisDOT and the City of Milwaukee were developed through consultation with appropriate staff of those offices. The database is searchable with keywords and can be accessed through the web. User's manuals for both users and system administrators are included in the report.

Book excerpt: Given the great impacts associated with the construction and maintenance of infrastructures in both the environmental, the economic and the social dimensions, a sustainable approach to their design appears essential to ease the fulfilment of the Sustainable Development Goals set by the United Nations. Multicriteria decision-making methods are usually applied to address the complex and often conflicting criteria that characterise sustainability. *e present study aims to review the current state of the art regarding the application of such techniques in the sustainability assessment of infrastructures, analysing as well the sustainability impacts and criteria included in the assessments. Analytic Hierarchy Process is the most frequently used weighting technique. Simple Additive Weighting has turned out to be the most applied decision-making method to assess the weighted criteria. Although a life cycle assessment approach is recurrently used to evaluate sustainability, standardised concepts, such as cost discounting, or presentation of the assumed functional unit or system boundaries, as required by ISO 14040, are still only marginally used. Additionally, a need for further research in the inclusion of fuzziness in the handling of linguistic variables is identified.

At the end flow charts were developed for the proposed decision support system for concrete bridge maintenance and rules are established by using EXSYS Professional Shell, to assist the bridge engineer in decision making about the repairs of concrete bridge beams.
