Book excerpt: Excerpt from Proceedings of the Fourth Conference for Education in the South: Held at Winston-Salem, North Carolina April 18, 19 and 20, 1901 It is our Union, it is our own country; we are one people, one in purpose, and in high aim, and in noble aspiration, one in a settled purpose. So I welcome you to this state, now the more. Gladly because we have entered upon a new era of educational things in North Carolina. I referred a moment ago to the campaign which we ran last year. While I shall not say anything that shall remind us of partisanship, I will remind you that that campaign was made an educational one, and every son and daughter within her bounds shall have an opportunity to be edu cated: we are keeping the pledge for education in this state. Three-sevenths of all the taxes of all the state levies are set apart for the running of public schools. I doubt if any other state does so much; other states have larger funds because other states are richer, but we pay three sevenths of our total state levy for the running of public schools. In addition to that, we have doubled this year the appropriation which we had but once before made in aid of public schools, and we have declared that there shall be no precinct, there shall be no school, white or colored, in which a four months' term shall not run this year. That is not much, but that is something, and is but an earnest of the things which we shall do. We have made it certain that our children shall be educated; we have written it in our constitution that any child who comes of age after 1908 can never vote in this state unless he can read and write, and that law applies to white and colored alike. A quarter of a century later there were white' and 5, 309 negro teachers or a total Of 22, 257 public school teachers. During this twenty-five year period, the number of teachers increased steadily and by 1925 the number employed was practically two and one -fifth times as great as the number employed during the year ending 1900. The per cent Of increase during the period 1900-1925 for urban teachers, both white and colored, was greater than the per cent Of increase for the number of rural teachers and the rate Of increase for whites was greater than the rate Of increase for negroes. The greatest factor in determining this rapid increase in number Of public school teachers has been the increase in school. Attendance. In 1901 there were white and negro children in average daily attend ance. For the school year ending 1925, there were white children and negro children or a grand total Of children in average daily attendance in the public schools. There were, therefore, two and two fifths times as many white children in average daily attendance during 1925 as there were in 1901. Not only the embryo' teacher, but the teacher in active service, must get and keep in touch with the best that is being done and said in the field of education if our educational system is not finally to break down of its own weight. For the teacher Who-cannot afford the time to study at some institution, there is still open the recourse of the reading of professional books. But treatises on education are produced today in such numbers that it is often very difficult to win now the wheat from the chaff, and pick those books which will be of some definite service. Mere titles sometimes tell little, advertisements often bewilder more than they aid. From time to time, there have come to the Department of Education requests for lists of books on special topics or in the general field of educational theory. This bulletin is an attempt to give a descriptive list of books of value to two classes of teachers; to superintendents of school systems and to high school teachers and principals. It is hoped later to issue bulletins having a more definite reference to other class es of teachers, but limitations of space have made necessary this restriction in the present publication. Books dealing only with elementary school problems, with those of the rural school, the farm-life school, etc., have been with one or two exceptions, omitted, since it seemed best to focus on high school problems and those of general reference, rather than to attempt to scatter ove-r the whole field in such limited space.
