The effort to limit military power has enjoyed recurring support since shortly after World War I, when the United States, Britain, and Japan sought naval arms control as a means to insure stability in the Far East, contain naval expenditure, and prevent another world cataclysm. Richard Fanning examines the efforts of American, British, and Japanese leaders— political, military, and social—to reach agreement on naval limitation between 1922 and the mid-1930s, with focus on the years 1927-30, when political leaders, statesmen, naval officers, and various civilian pressure groups were especially active in considering naval limits. The civilian and even some military actors believed the Great War had been an aberration and that international stability would reign in the near future. But the coming of the Great Depression brought a dramatic drop in concern for disarmament. This study, based on a wide variety of unpublished sources, compares the cultural underpinnings of the disarmament movement in the three countries, especially the effects of public opinion, through examination of the many peace groups that played an important role in the disarmament process. The decision to strive for arms control, he finds, usually resulted from peace group pressure and political expediency. For anyone interested in naval history, this book illuminates the beginnings of the arms limitation effort and the growth of the peace movement.

The Royal Navy didn’t invent the submarine—but in 1914, Britain had the largest submarine fleet in the world, and at the end of World War I it had some of the largest and most unusual of all submarines—whose origins and designs are all detailed in this book. During the First World War they virtually closed the Baltic to German iron ore traffic, and blocked supplies to the Turkish army at Gallipoli. They were a major element in the North Sea battles, and fought the U-boat menace. During World War II, US submarines were known for strangling Japan, but lesser known is the parallel battle by British submarines in the Mediterranean to strangle the German army in North Africa. Like their US counterparts, interwar British submarines were designed largely with the demands of a possible Pacific War, though that was not the war they fought. The author also shows how the demands of such a war, fought over vast distances, collided with interwar British Government attempts to limit costs. It says much about the ingenuity of British submarine designers that they met their requirements despite enormous pressure. The author shows how evolving strategic and tactical requirements and evolving technology produced successive types of design. British submariners contributed much to the development of anti-submarine tactics and technology, beginning with largely unknown efforts before World War I. Between the wars, they exploited the new technology of sonar (Asdic), and as a result pioneered submarine silencing, with important advantages to the US Navy as it observed the British. They also pioneered the vital postwar use of submarines as anti-submarine weapons, sinking a U-boat while both were submerged. Whereas most existing accounts privilege either diplomacy and foreign affairs, intelligence, or military affairs more narrowly, this study underlines the inexorable relationships between foreign policy, grand strategy, military force, intelligence, finance and not least, domestic politics and public opinion. Britain was the world's only global power in the inter-war period, and it confronted problems on a global scale. Policy-makers sought two goals: peace with security. They did so successfully in the 1920s, partly due to favourable circumstances that made their task relatively easy, and partly because they understood the strengths and limitations of British power and knew how to wield them. The situation deteriorated rapidly in the 1930s, however, as the international system became increasingly unfavourable to Britain. Policy-makers proved less adept than their predecessors at meeting these new challenges, partly because those challenges were more formidable, but also because they lacked the self-confidence of their predecessors, who had held high office during the most difficult years of the First World War and who lacked their understanding of how to wield the lever of international power. The study ends by providing a new and more sophisticated account of how and why Neville Chamberlain appeased the fascist powers in the late 1930s, and why Winston Churchill opposed him and eventually supplanted him in May 1940.
