Drawing upon a wealth of sources, A Dam for Africa investigates contrasting stories about how this dam has transformed a West African nation, while providing a model for other African countries. The massive Akosombo Dam is the keystone of the Volta River Project that includes a large manmade lake 250 miles long, the VALCO aluminum smelter, new cities and towns, a deep-sea harbor, and an electrical grid. On the local level, Akosombo has meant access to electricity for people in urban and industrial areas across southern Ghana. For others, Akosombo inflicted tremendous social and environmental costs. The dam altered the ecology of the Lower Volta, displaced 80,000 people in the Volta Basin, and affected the livelihoods of hundreds of thousands of Ghanaians. In A Dam for Africa, Stephan Miescher explores four intersecting narratives: Ghanaian debates and aspirations about modernization in the context of decolonization and Cold War; international efforts of the US aluminum industry to benefit from Akosombo through cheap electricity for their VALCO smelter; local stories of upheaval and devastation in resettlement towns; and a nation-wide quest toward electrification and energy justice during times of economic crises, droughts, and climate change.

Some of these consequences have been considered in the essays presented here, both in the specific context of particular projects and as in the more general context of comparative surveys, by experts who were (with two exceptions) present at the seminar.

Book excerpt: Cahora Bassa Dam on the Zambezi River, built in the early 1970s during the final years of Portuguese rule, was the last major infrastructure project constructed in Africa during the turbulent era of decolonization. Engineers and hydrologists praised the dam for its technical complexity and the skills required to construct what was then the world’s fifth-largest mega-dam. Portuguese colonial officials cited benefits they expected from the dam—from expansion of irrigated farming and European settlement, to improved transportation throughout the Zambezi River Valley, to reduced flooding in this area of unpredictable rainfall. “The project, however, actually resulted in cascading layers of human displacement, violence, and environmental destruction. Its electricity benefited few Mozambicans, even after the former guerrillas of FRELIMO (Frente de Libertação de Moçambique) came to power; instead, it fed industrialization in apartheid South Africa.” (Richard Roberts) This in-depth study of the region examines the dominant developmentalist narrative that has surrounded the dam, chronicles the continual violence that has accompanied its existence, and gives voice to previously unheard narratives of forced labor, displacement, and historical and contemporary life in the dam’s shadow.

This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. Claudia Carr’s book is a treasure of detailed information gathered over many years concerning river basin development of the Omo River in Ethiopia and its impact on the peoples of the lower Omo Basin and the Lake Turkana region in Kenya. It contains numerous maps, charts, and photographs not previously available to the public. The study takes into account the contribution of factors such as the environmental restructuring of the Lower Volta and the exodus of its most economically active population to the Volta Lake, the state's neglect of affected communities, the changing economic and social context of Ghana, and social relations of class, gender and kinship (including inter-generational relations) to livelihood trajectories and outcomes.

Book excerpt: In 1964 the Lake Kariba Fisheries Research Institute (LKFRI) was created in Kariba, Rhodesia as a United Nations Development Program Project, and executed by the Food and Agriculture Organization (FAD) in cooperation with the Governments of Rhodesia and Zambia. Dr. A. G. COCHE took charge of the Limnological Section and conducted research on the entire lake between January 1965 and January 1966. In 1966 the Central Fisheries Research Institute (CFRI) was created in Chilanga, Zambia by the Department of Wildlife, Fisheries, and National Parks. It was also supported by a UNDP Project executed by FAD. Between 1967 and 1971 Dr. E. K. BALON & Dr. A. G. COCHE were in charge of the Sections of Ichthyobiology and of Limnology respectively. The results of their FAD research activities on Lake Kariba are united in this volume. In the first part A. G. COCHE presents a limnological synthesis. In the second part E. K. BALON studies in detail the fish production and succession.
