Available in PDF, EPUB and Kindle. Book excerpt: In 1996, Prentice Thomas and Associates, Inc. was awarded an indefinite delivery contract (Contract no. DACW66-97-D-0005) to carry out various tasks for the Memphis District Corps of Engineers. Task orders 0006 and 0007 called for data recover at 23MI706, the Alfred Rush site, and 23MI709, the Hillhouse II site respectively. Both are located in Mississippi County, Missouri, in an area that may be threatened by adverse effect resulting from flood waters diverted though the New Madrid Floodway. The sites were originally identified, tested and determined to be significant by Mid-Continental Research Associates, INc., during their extensive investigations of the New Madrid Floodway. The data recovery operation were conducted in the spring and summer of 1998. The Alfred Rush site, 23Mi706, was determined to be predominantly a d mid to late nineteenth century occupation with materials indicating activity in the early twentieth century as well. Some features and postmolds were identified that might be part of porches and outbuildings. The Hillhouse II site, 23MI709, contained both prehistoric and historic remains, the latter primarily associated with a 1930 to 1950s occupation. The prehistoric component dates to between A.D. 975 and 1290, yielding evidence of features and postmolds, although no complete structures were identifiable. the ceramics were dominated by roughly equivalent frequencies of Mulberry Creek Cord Marked and Baytown Plain with some minor types. No shell-tempered ceramics were found during data recovery, and only nine shell/grog-tempered sherds were found by the previous work. The lithic assemblage consisted of madison points and one Big Sandy, presumably a pick-up, along with a limited array of other tools and debitage. Floral and faunal remains suggest hunting, gathering and some cultivation. The site was suggested to be a small villiage possibly occupied year-round. It is our opinion that the level of effort ha been sufficient to mitigate any adverse effect that may be posed by operaton of the New Madrid Floodway. As such, we recommend no further work or consideraton at either 23MI706 or 23MI709.

Due to the flooding, the US Army Corps of Engineers activated the Birds Point-New Madrid Floodway, one of the flood prevention mechanisms of the Mississippi Rivers and Tributaries Project. This levee breach was intended to divert water in order to save the town of Cairo, Illinois, but in the process, it completely destroyed the small African American town of Pinhook, Missouri. In When They Blew the Levee: Race, Politics, and Community in Pinhook, Missouri, authors David Todd Lawrence and Elaine J. Lawless examine two conflicting narratives about the flood--one promoted by the Corps of Engineers that boasts the success of the levee breach and the flood diversion, and the other gleaned from displaced Pinhook residents, who, in oral narratives, tell a different story of neglect and indifference on the part of government officials. Receiving inadequate warning and no evacuation assistance during the breach, residents lost everything. Still after more than six years, displaced Pinhook residents have yet to receive restitution and funding for relocation and reconstruction of their town. The authors' research traces a long history of discrimination and neglect of the rights of the Pinhook community, beginning with their migration from the Deep South to southeast Missouri, through purchasing and farming the land, and up to the Birds Point levee breach nearly eighty years later. The residents' stories relate what it has been like to be dispersed in other small towns, living with relatives and friends while trying to negotiate the bureaucracy surrounding Federal Emergency Management Agency and State Emergency Management Agency assistance programs. Ultimately, the stories of displaced citizens of Pinhook reveal a strong African American community, whose bonds were developed over time and through shared traditions, a community persisting despite extremely difficult circumstances.
