Book excerpt: The Potsdam Institute for Climate Impact Research (PIK) was founded in 1992 as a "Blue List" research institute, with the Federal Ministry for Education, Science, Research and Technology and the Ministry for Science, Research and Culture of the federal state of Brandenburg each provid ing half ofthe funding. PIK currently has a staff of 100 (1997), including about 75 scientists and guest scientists, as well as a number of students and temporary assistants. Further expansion is taking place at the institute site in the "Albert Einstein" Science Park in Potsdam. The interdisciplinary nature of climate impact research, especially the interface between the natural scientific and socioeconomic dimensions of environmental research, is reflected at PIK in the close cooperation with partner institutes at national and international level. The flexible frame work created for the institute enables new problems and issues to be taken up as they arise. As a center of scientific innovation, PIK also coordinates international activities in the fields of climate impact research and Earth System analysis. The institute houses project offices for the IGBP international research programs, for example. Simulations of Global Change are performed on PIK's supercomputer using models and data drawn from various disciplines. The parallel compu ter (an IBM-SP2) boasts 20 gigaflops of computing power, making it one of the most powerful research computers in Germany. The Workshop on Cost-Benefit Analyses of Climate Change was jointly organized by PIK and the Wuppertal Institute for Energy, Climate, and Environment (WI).

Nor has there been any shortage of reasons why-short-sighted politicians, a society built on over-consumption, and the dramatic weakening of environmental regulations. In Retaking Rationality, Richard L. Revesz and Michael A. Livermore argue convincingly that one of the least understood-and most important-causes of our failure to protect the environment has been a misguided rejection of reason. The authors show that environmentalists, labor unions, and other progressive groups have declined to participate in the key governmental proceedings concerning the cost-benefit analysis of federal regulations. As a result of this vacuum, industry groups have captured cost-benefit analysis and used it to further their anti-regulatory ends. Beginning in 1981, the federal Office of Management and Budget and the federal courts have used cost-benefit analysis extensively to determine which environmental, health, and safety regulations are approved and which are sent back to the drawing board. The resulting imbalance in political participation has profoundly affected the nation's regulatory and legal landscape. But Revesz and Livermore contend that economic analysis of regulations is necessary and that it needn't conflict with-and can in fact support-a more compassionate approach to environmental policy. Indeed, they show that we cannot give up on rationality if we truly want to protect our natural environment. This paper introduces three ways to consider efficiency and equity simultaneously. The first method, inspired by Kant and Rawls, maximises net present welfare, without international co-operation, as if all regions share the fate of the region affected worst by climate change. Optimal emission abatement varies greatly depending on the spatial and temporal resolution, that is, the grid at which 'maximum impact' is defined. The second method is inspired by Varian's no-envy. Emissions are reduced so as to equalise total costs and benefits of climate change over the world and over time. Emission reductions are substantial. This method approximately preserves the inequities that would occur in a world without climate change. The third method uses non-linear aggregations of welfare (the utilitarian default is linear) in a co-operative setting. This method cannot distinguish between sources of inequity. The higher the aversion to inequity, the higher optimal greenhouse gas emission reduction.

Current CO2 emissions produced by humans exceed 40 GtCO2 per year which will cause global temperature change to reach 4° C or more with probability of 20-60 percent, in spite of attempts to reduce CO2 emissions in last decades. Therefore, geoengineering could be essential to limit global warming well below 2° C relative to pre-industrial levels and avoid substantial damages. This global warming and climate change cause economic damages which measured by social cost of carbon (SCC). The goal of this dissertation is to assess the uncertainty in cost-benefit analysis of climate change and corresponding damages. The three main chapters of this dissertation begin with retrospectively assessing the role of uncertainty in explaining changes in SCC estimates over time. Then stochastic optimization versions of DICE embedded with two geoengineering options (i.e., solar radiation management and direct air capture) to investigate their abilities to rapidly counteract climate change and assess whether their potential future availability changes the optimal near-term abatement path. Finally, effect of possible economic shock on the optimal near-term abatement path is assessed. Also, we implement constant elasticity of substitution (CES) utility function that includes consumption and climate health as inputs, where we can control the degree of substitutability between the two to reflect the limited ability to substitute economic well being for a desirable climate. The three sections of this dissertation analyze uncertainty in climate change and optimal responses to that. Each looks at different uncertain components of climate change including climate model, carbon cycle, and economic model. Book excerpt: Two competing strategies for setting climate policy are cost-benefit analysis and the precautionary principle. This Article analyzes these strategies and considers their application to climate risks in four case studies: determination of the social cost of carbon, international endorsement of a 2° ceiling on warming, EPA's endangerment finding, and the polar bear listing decision. In practice, cost-benefit analysis of climate change encounters great difficulties. The precautionary principle works well in determining whether to regulate, but gives modest guidance about the level of regulation. One possibility might be to combine the approaches in a two-step process: (1) using economic models to help identify feasible emissions trajectories that minimize the risk of catastrophic outcomes, and then (2) backing out the social cost of carbon based on compliance costs along the optimum trajectories. In the meantime, the four case studies indicate that decision makers have managed to make reasonably defensible decisions despite the obstacles.
