Monitoring sites were distributed across the insular platform in depths from 5 to 63 m (16 - 220') in an effort to capture the diversity of reef types present in the Virgin Islands. Long-term data is presented from 33 sites. While not exhaustive, the TCRMP is generally representative of the geographic areas and variety of reef types in the USVI. Digital video and diver surveys were used to quantify benthic cover and coral health at 14 permanent sites surrounding the island of St. Croix and 19 permanent sites on the Puerto Rican Shelf surrounding the island of St. John and St. Thomas. In addition, at 32 of these sites sea urchin density and fish community structure were evaluated. This report presents data from a major expansion of coral reef monitoring sites"--Executive summary (page 20).

The standard operating procedures outlined in this report apply to the Pacific RAMP surveys that CRED and its partners conduct in the coral reef ecosystems of ~ 50 primary islands, atolls, and shallow banks in the Hawaiian Archipelago (including the Papahānaumokuākea Marine National Monument), the Mariana Archipelago (Guam and the Commonwealth of the Northern Mariana Islands, including the Marianas Trench Marine National Monument), American Samoa, and the Pacific Remote Islands Marine National Monument (Wake, Johnston, Palmyra, and Kingman Atolls and Howland, Baker, and Jarvis Islands). As part of CRED's ecosystem assessment and long-term monitoring efforts, reef fishes and the benthic habitat are surveyed at Rapid Ecological Assessment (REA) sites selected using a stratified random sampling design. Book excerpt: Reef fish populations are conspicuous and essential components of coral reef ecosystems, but monitoring strategies have historically varied across agencies in their objectives and designs. An unprecedented multi-agency reef fish monitoring effort involving NOAA Fisheries, the University of Miami, the National Park Service and the Florida Fish and Wildlife Conservation Commission was initiated across the Florida coral reef ecosystem in 2008. This collaboration builds directly upon a large-scale fisheries-independent survey that began in 1979. The methods are directed to address precipitous declines in fishery resources, understand variability in natural processes, and to evaluate new ecosystem-based management tools like MPAs. There is significant motivation to address the biological, political, economic, and legal issues of these objectives through a shared vision for monitoring and assessment. In this study, precise and cost-effective sampling was achieved by collaborative surveying across the heterogeneous reef landscape using a two-stage habitat-stratified random sampling design. The realized efficiencies and benefits of the multi-agency collaboration significantly outweighed the costs and difficulties encountered along the way.--(Abstract).

Book excerpt: "The Virgin Islands Coral Reef National Monument (VICRNM) was created to expand the protection of the marine ecosystems around St. John. Monument boundaries were not designed using ecological criteria, but were instead the result of historical land ownership and the Territorial Submerged Lands Act of 1974. This study used acoustic telemetry to investigate movements of reef fish relative to the boundary of the Coral Bay portion of the Monument and the protection that this Marine Protected Area (MPA) could offer. In this approach, acoustic transmitters are implanted into fish and their movements are logged on battery-powered acoustic-receivers (n=38) positioned within, outside, and along the boundary of the Monument. Specifically, we quantify residence time of reef fish within VICRNM, the frequency of movements across the VICRNM boundary, and locations of concentrated fish activity. The National Park Service (NPS) manages the entire reef fish community within the Monument. Therefore, we set fish traps in various habitats throughout VICRNM to capture a diversity of species for tagging. Uniquely coded transmitters with a ~376 day battery life were implanted into 75 fish between August and December 2013. Minimum fish size was ~20 cm to accommodate tags. The fish tagged were from 17 species in 7 families with snappers (n = 38 fish) and grunts (n = 24) being the most common. Receivers were downloaded March 2015. Data were summarized to convey basic information about fish movements including: the timespan of detections, number of detections, percent of days detected, number of receivers visited, number and frequency of VICRNM boundary crossing events, proportion of detections inside versus outside VICRNM, and location of day versus night detections"--Executive Summary.
