Download or read book Evaluating Public Programs written by Patrick D. Larkey and published by Princeton University Press. This book was released on 2015-03-08 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: For effective program evaluation, it is necessary to specify a counterfactual state, i.e., what would have happened without the program. Conventional approaches to program evaluation, preoccupied with technical and value issues, fail to address directly the need for counterfactual arguments. They also fail to recognize the indispensable role of positive theories of technical and behavioral processes in making these arguments. In order to understand the impact of the General Revenue Sharing (GRS) program on the fiscal behavior of municipal governments, Patrick Larkey develops and demonstrates an unconventional approach to program evaluation that overcomes these failures. Drawing on the positive theories of budgetary decisionmaking processes as well as longitudinal revenue and expenditure data from primary sources, the author specifies, estimates, and tests four "bureaucratic process" models for each of five city governments receiving GRS funds. Using these models to generate complex, counterfactual hypotheses, he then compares the counterfactual patterns with observed patterns to understand the fiscal effects of GRS. But in fact Professor Guetzkow is much more a "child of the depression" (to use his own term). A complication of essays by scholars who took time and energy to pen their work in honor of Harold Guetzkow. The chapters that follow represent a real contribution to the study of international relations and document the influence of Harold Guetzkow in catalyzing that study over the last thirty years.

Download or read book Budgeting written by Aaron B. Wildavsky and published by Transaction Publishers. This book was released on 1986-01-01 with total page 420 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this completely revised edition of his classic work, Aaron Wildavsky collects in one place the existing knowledge on budgeting. Realistic budgets are an expression of practical politics. Budgeting is so basic it reveals the norms by which men live in a particular political culture. In dealing directly with the universe of governmental activity, Wildavsky uses reliable accounts of how budgeting is carried on to capture a great deal of national political life. The focus is explicitly comparative. After developing a general theory of budgeting; he analyzes four rich countries - Britain, France, Japan, and the United States, followed by poor countries, American cities, and American states. Wildavsky uses this analysis to develop and apply a cultural theory of budgeting, explaining the degree of balance between revenue and expenditure; why government grows in all industrial democracies, and why there are still different rates of growth in spending. He offers a critical evaluation of the first edition, linking the ability of nations to make history and the various strategies of change they adopt to explain a wider range of budgetary processes.
