This process has revitalized the EU-turkey relations since 2015 through the border security and migration management by fastening membership negotiations and the visa liberalization program. The paper has found that a willingness on turning the crisis into an opportunity for both side was the main trigger of the EU- Turkey Statement. Enhancing cooperation between them has a considerable positive impact as specified widely above. This paper set out to determine that "Why is Turkey still compelling the EU-Turkey Statement in spite of that Turkey has to undertake such a heavy burden?" Therefore, it has been examined to examine Turkey's national interest in the framework of "rational institutionalism" by facilitating the cost-benefit calculations. Moreover, the encouragement from Turkish public ensures that the visa conditionality can enables the cooperation and avoids the compromises at the same time. Due to complicated and long-term relations between the EU and Turkey, the support regarding to EU accession had sharply declined. Hence, lighting visa regime which is perceived one of the discriminatory policies of the EU that has extremely risen public opinion support. Some enforcements have been done by Turkey particularly, after the coup attempt in 2016 and following the state of emergency that has been criticized as an undemocratic by the Council. A comparative analysis of the public debate in the media in Germany, France and the UK concerning Turkey’s accession to the EU, from 1999 to 2005’ focused on the issue of whether a European public sphere as manifested in the media of three countries – the UK, Germany, and France exists or is emerging. The formation or lack of formation of a European public sphere was analyzed as a function of identity and values at national and European levels that emerged in a public debate about the accession of Turkey to the EU. The main question of the thesis was whether the accession of Turkey could teach us anything about how national identity and European identity interact on a theme common to all member states. I discussed how for the first time in EU history, it was not the official representatives who decide on the accession but rather the EU decided to leave the decision to the individual states. In other words, the accession of Turkey would depend on referenda in member states. Hence, the national identity was allowed to dominate over a European identity. I examined public attitudes in the three member states towards the EU with the aid of Eurobarometer findings and opinion pieces in national media. Each of the three states differed. Nevertheless, despite the differences, a public debate emerged in terms which overrode these differences. Issues that concerned all of the member states were reported throughout the Union at the same time and at the same level of importance. For example, while there was a correlation between differences and attitudes towards the accession of Turkey, the questions which were raised were the same in the three states. These questions focused on what values underlie identity. If the values attached to a national identity converge then identities too can converge. My research showed that the values more often articulated in the public press related to common religious and historical roots, a common political evolution into democracy, a common abhorrence to war, and a common economic transformation into a welfare state. My thesis compared the convergence of national identities into a European identity on certain specific issues, thereby creating a European public sphere. National identities tend to converge when then citizens in the European regional block compare themselves to American block. This was made clear in the widespread demonstrations in Europe against the American aggression in Iraq. The conclusions were that a European public sphere does not exist, thus, the examined public itself constitutes a sphere where it talks as a European public, finding a common denominator only in matters concerning the EU as a whole (e.g. the community of values debate), whereas for most matters this public seems to keep a foot in more than one sphere – national and European (e.g. the European identity debate). As a result, this public is artificially created as a mixture of spheres and information that is easily manipulated by the media.

Book excerpt: Turkey: A necessary ally in a troubled region With the new administration in office, it is not clear whether the U.S. will continue to lead and sustain a global liberal order that was already confronted by daunting challenges. These range from a fragile European Union rocked by the United Kingdom’s exit and rising populism to a cold war-like rivalry with Russia and instability in the Middle East. A long-standing member of NATO, Turkey stands as a front-line state in the midst of many of these challenges. Yet, Turkey is failing to play a more constructive role in supporting this order--beyond caring for nearly 3 million refugees, mostly coming from the fighting in Syria--and its current leadership is in frequent disagreement with its Western allies. This tension has been compounded by a failed Turkish foreign policy that aspired to establish its own alternative regional order in the Middle East. As a result, many in the West now question whether Turkey functions as a dependable ally for the United States and other NATO members. Kemal Kirisci’s new book argues that, despite these problems, the domestic and regional realities are now edging Turkey toward improving its relations with the West. A better understanding of these developments will be critical in devising a new and realistic U.S. strategy toward a transformed Turkey and its neighborhood. Western policymakers must keep in mind three on-the-ground realities that might help improve the relationship with Turkey. First, Turkey remains deeply integrated within the transatlantic community, a fact that once imbued it with prestige in its neighborhood. It is this prestige that the recent trajectory of Turkish domestic politics and foreign policy has squandered; for it to be regained, Turkey needs to rebuild cooperation with the West. The second reality is that chaos in the neighborhood has resulted in the loss of lucrative markets for Turkish exports—which, in return, increases the value to Turkey of Western markets. Third, Turkish national security is threatened by developments in Syria and an increasingly assertive Russia, enhancing the strategic value of Turkey’s “troubled alliance” with the West. The big question, however, is whether rising authoritarianism in Turkey and the government’s anti-Western rhetoric will cease and Turkey’s democracy restored before the current fault lines can be overcome and constructive re-engagement between the two sides can occur. In light of these realities, this book discusses the challenges and opportunities for the new U.S. administration as well as the EU of re-engaging with a sometimes-troublesome, yet long-time ally.
