Book excerpt: From late 2003 through mid-2005, a series of peaceful street protests toppled corrupt and undemocratic regimes in Georgia, Ukraine, and Kyrgyzstan and ushered in the election of new presidents in all three nations. These movements—collectively known as the Color Revolutions—were greeted in the West as democratic breakthroughs that might thoroughly reshape the political terrain of the former Soviet Union. But as Lincoln A. Mitchell explains in The Color Revolutions, it has since become clear that these protests were as much reflections of continuity as they were moments of radical change. Not only did these movements do little to spur democratic change in other post-Soviet states, but their impact on Georgia, Ukraine, and Kyrgyzstan themselves was quite different from what was initially expected. In fact, Mitchell suggests, the Color Revolutions are best understood as phases in each nation's long post-Communist transition: significant events, to be sure, but far short of true revolutions. The Color Revolutions explores the causes and consequences of all three Color Revolutions—the Rose Revolution in Georgia, the Orange Revolution in Ukraine, and the Tulip Revolution in Kyrgyzstan—identifying both common themes and national variations. Mitchell's analysis also addresses the role of American democracy promotion programs, the responses of nondemocratic regimes to the Color Revolutions, the impact of these events on U.S.-Russian relations, and the failed "revolutions" in Azerbaijan and Belarus in 2005 and 2006. Ukrainian civil society, mass media, courts, and political parties were the main driving force behind the popular uprising that returned Ukraine to the path of democratization it had embarked on in 1991. Yet, the unambiguous stance and political weight of such institutions as the EU, PACE, NATO, and, above all, OSCE played their role too. The democratic movement benefited from the menace of international isolation and stigmatization of the Ukrainian state, which was expected in case President Leonid Kuchma had decided to prevent a repetition of the second round of the voting.The volume collects not all, but some of the most widely discussed reports, including English translations of selected sections of the three reports produced by the CIS International Observers Mission. The latter as well as a report by an Israeli institute depart from the assessments of the other organizations represented here, allowing for comparison of diverging evaluations of the same events. The volume assembles full or excerpted official reports of the International Republican Institute, the Tel Aviv Institute for the Countries of Eastern Europe and CIS, the European Network of Election Monitoring Organizations, the Parliamentary Assembly of the Council of Europe, the Organization for Security and Cooperation in Europe, the Office for Democratic Institutions and Human Rights, and the Commonwealth of Independent States. By introducing the concept of regime mimicry into the field of public administration, this monograph extends the epistemological frameworks of the democratization school to the phenomenon of political culture. Successes and failures of the democratic institutionalization processes in these countries largely depend on the ways their institutional actors reacted to internal and external disturbances of their domestic political, econmic, and cultural environments. While Georgia's political culture revealed the highest degree of flexibility in accepting the externally-proposed institutional frameworks and practices, the bifurcate political culture in Ukraine impeded its democratic institutionalization, while the rigid political culture in Belarus completely stalled the process of institutional transformations.

It examines six crucial areas where reform is needed: deep internal identity divisions, corruption, the constitution, the judiciary, plutocratic "oligarchs," and the economy. On each of these topics, the book provides one chapter that focuses on Ukraine's own experience and one chapter that examines the issue in the broader context of international practice. Placing Ukraine in comparative perspective shows that many of the country's problems are not unique and that other countries have been able to address many of the issues currently confronting Ukraine. As with the constitution, there are no easy answers, but careful analysis shows that some solutions are better than others. Ultimately, the authors propose a series of reforms that can help Ukraine make the best of a bad situation. The book stresses the need to focus on reforms that might not have immediate effect, but that comparative experience shows can solve fundamental contextual challenges. Finally, the book shows that pressures from outside Ukraine can have a strong positive influence on reform efforts inside the country.

Book excerpt: As part of a wider democracy promotion effort, political parties in Georgia and Ukraine, as in most other post-communist states, have received assistance from a number of non-governmental but governmentfunded western organizations for most of the post-communist period. This assistance, however, has persistently failed to contribute to making parties in the two former Soviet republics substantially more stable, democratic, and representative. In searching for an answer to why the assistance has not been more effective, this thesis looks both at the nature of the assistance and the particularities of party politics in Georgia and Ukraine. The thesis argues that, as a consequence of domestic constraints on party development, political parties in Georgia and Ukraine were essentially unsuitable as recipients of party assistance and that, therefore, party assistance was poorly positioned to make an impact.
