Book Case Studies of City County Consolidation Reshaping the Local Government Landscape

Download or read book Case Studies of City County Consolidation Reshaping the Local Government Landscape written by Suzanne M. Leland and published by Taylor & Francis. This book was released on 2024-11-01 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Facing cutbacks in federal and state assistance and a new wave of taxpayer revolts, local governments have renewed interest in local government consolidation as a way of achieving efficiencies of scale in response to citizen demands for services. Yet the vast majority of consolidation efforts fail, either during the process of drafting a charter or once they reach the ballot - only five have passed since 1990; only thirty-two have been successfully implemented since the first, when the city of New Orleans merged with Orleans Parish in 1805. What accounts for the high failure rate and what factors led to successful consolidations? This volume presents thirteen comparable case studies of consolidation campaigns and distills the findings.

Book City County Consolidation and Its Alternatives Reshaping the Local Government Landscape

Download or read book City County Consolidation and Its Alternatives Reshaping the Local Government Landscape written by J.B. Carr and published by Routledge. This book was released on 2016-07-08 with total page 334 pages. Available in PDF, EPUB and Kindle. Book excerpt: City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.

Download or read book Cities and Services written by Steven Pinch and published by Routledge. This book was released on 2012-12-06 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Caught between the twin pressures of rising public expectations and falling resources, public services have become the subject of intense academic scrutiny and public debate. Much of this controversy has been fuelled by a growing realisation that where people live has an important influence upon their access to services. The so-called 'postcode lottery.' The first part of this book considers what is meant by the term 'collective consumption' and discusses the main differences between the British and American loyal government systems. It examines various geographical schools of analysis which focus on jurisdictional partitioning, locational efficiency, externalities and locational conflict. Subsequent chapters explore the relevance of public choice, neo-Weberian and neo-Marxist theories for an understanding of collective consumption. The final section looks at ways in which spatial perspectives can be linked with broader theoretical approaches in the context of modern developments. This book was first published in it's current form in 1985.

Available in PDF, EPUB and Kindle. Book excerpt: Valuable Partnerships: Cooperation, Innovation, and the Future of Municipal Texas bridges rich scholarship and practical application to produce an important reference for local government scholars and practitioners alike by covering the dynamic approaches altering how Texas municipalities operate. Valuable Partnerships investigates the efficacy of the American fragmented municipal model comprised of 89,000 jurisdictions. Critics consistently criticize this decentralized model while arguing for a regional structure yielding greater efficiencies and scalability that also solves the twin problems of equity and service delivery inequalities. Conversely, Valuable Partnerships presents evidence that Texas local governments leverage regional cooperation and innovation to achieve these results without the political and structural upheaval. The author utilizes historic analysis, benchmark results, socioeconomic measures, and budgetary data to demonstrate how Texas governments increase service performance and reduce the burden to taxpayers. Such results support a counter thesis to the structural regionalism hypothesis by presenting findings that Texas local jurisdictions embracing regional cooperation and data analytics will experience the same benefits.
