As a Ph.D.-student at the Delft University of Technology (period 1993 - 1997) I had the opportunity to develop and exercise my hobby on a full time base. The result was a Ph.D.-dissertation which was defended in December 1997. Unfortunately, these research results were published in Dutch while the majority of the interviewees and employees in the world of international seaport administration are English speaking people. Both for the reason of high international relevance of the results I felt the necessity to get this Ph.D.-research translated and published in English. With the excellent help of my promotor Prof.dr. W.G.M. Salet I found Prof.dr. H. van der Wusten prepared to cover this study on international seaport administration in the Kluwer GeoJournal Library series. I thank Mr. Van der Wusten for giving me this opportunity. But also due to the outstanding help of my current employer 'Zeeland Seaports Authority' the funding for the translation became very quickly possible. I thank the Managing Director of Zeeland Seaports Authority, Mr. J.M.H.G. Philippen, and the Commercial Director, Capt. J. Many port authorities and port operators now realize that a static approach to cost leadership, a sole focus on inherited factor advantages and a simplistic reliance on new infrastructure to attract or retain clients, are no longer sufficient to guarantee a port's competitive success. They need to offer greater value added to port users, as well as to society. Hence, this new market environment forces ports to reconsider their present strategic position and to reflect on the strategic options for the future. The book builds upon an in-depth survey of economic actors in the Antwerp seaport cluster, with a specific focus on the container and conventional cargo clusters. It attempts to answer the question why these particular port clusters arc more competitive than similar clusters in other ports. In order to answer this question, the study develops and extends a number of formal tools of strategy analysis that should be useful to both port authorities and port operators.

Queuing processes are adjusted to fit the special circumstances of port traffic, allowing for the measurement of such variables as throughput and congestion costs. Book excerpt: Sub-Saharan Africa has a serious infrastructure deficit—estimated at about $48 billion a year—which is impeding the continent's competitiveness and hence its economic growth. How to solve this problem? Some advocate building more infrastructure while others suggest privatizing, or contracting out to the private sector, the management of infrastructure so that the discipline of the market will lead to more and better quality services. This book graphically illustrates the problem in the case of Africa's ports. With the exception of Durban, cargo dwell times—the amount of time cargo spends in the port—average about 20 days in African ports, compared with 3-4 days in most other international ports. None of the past attempts to solve this problem have worked. The reason—and this is the major contribution of this volume—is that long dwell times are in the interest of certain public and private actors in the system. Importers use the ports to store their goods. Customs brokers have little incentive to move the goods because they can pass on the costs of delay to the importers. And when the domestic market is a monopoly, the downstream producer has an incentive to keep the cargo dwell times long as a way of deterring entry of other producers. The net result is inordinately long dwell times, ineffective interventions, and globally uncompetitive industries in African countries. The solution to decrease dwell time in these ports relies mainly on the challenging task of breaking the private sector's collusion and equilibrium between public authorities, logistics operators, and some shippers and not on investing massively in infrastructure. Addressing the challenge will also require that there be political support from the general public for reforms that will promote their interests. And before they offer their political support, the public needs to be informed. This book is a step in that direction.
